Punjab to end contractual hiring in govt departments

Punjab Cabinet approves bills to end contractual and outsourced hiring in government departments, benefiting over 65,000 employees.


The Punjab Cabinet on Saturday gave the nod to bring two bills, aimed at ending the practice of hiring employees through contractual and outsourcing systems in government departments. A decision in this regard was taken in a Cabinet meeting convened under the chairmanship of Chief Minister Bhagwant Mann.
 
Addressing the media after the meeting, Mann said two bills — the Punjab State Outsourced Personnel Bill, 2026, and the Punjab State Contractual Personnel Bill, 2026 — will be brought in the state assembly.
 
"The Punjab Cabinet today took a historic decision that we will end the contractual system in Punjab," Mann said.
 
He said it would benefit a total of 65,048 outsourced employees working in 51 departments.
 
When we would go to people and meet them, we used to hear from employees recruited through contractual and outsourcing systems, and they would complain about their exploitation, Mann said, adding that they will get all types of facilities on par with other government employees, he stated.
 
"We will send an ordinance in this regard to the Punjab governor for approval. It (these bills) will be presented in the state assembly," he said.
