A directive issued by the Jharkhand government's Food, Public Distribution and Consumer Affairs Department asking ration card holders to update their caste details on the state portal has snowballed into a political controversy.
While the ruling alliance is defending the exercise as a routine beneficiary verification drive, the Opposition has accused the government of introducing an unnecessary caste-based provision in the public distribution system.
The controversy erupted after the department instructed all district supply officers to ensure that caste details of ration card beneficiaries are updated through mobile applications and electronic point of sale (e-PoS) devices operated by fair price shop dealers.
The updated information will be verified and approved by the marketing officer or the block supply officer before being incorporated into the official database.
According to government figures, Jharkhand has 59,89,931 ration cards covering 2,62,71,749 beneficiaries, making the exercise one of the largest data updation drives undertaken under the Public Distribution System (PDS) in the state.
As criticism mounted, Food and Civil Supplies Minister Dr Irfan Ansari rejected allegations that the government was conducting a caste-based ration card exercise.
He said people were being "misguided" over the issue and maintained that the updation was being carried out in accordance with Government of India guidelines to ensure that foodgrain entitlements accurately reflect the number of eligible family members.

The minister said the objective was to eliminate discrepancies in beneficiary records, citing instances where foodgrain allocations meant for larger families continued to be issued despite a reduction in family size.
He also said that the government respects all communities and that there would be no discrimination on the basis of caste.
However, Leader of Opposition Babulal Marandi launched a sharp attack on the state government, arguing that there has never been a provision for caste-based ration cards.
He said linking caste details with ration cards was unjustified and contrary to the spirit of the National Food Security Act, under which foodgrain benefits are extended to eligible poor households irrespective of caste.
Marandi maintained that existing rules already empower authorities to identify and remove ineligible beneficiaries, making the fresh exercise unnecessary.
The issue has also drawn objections from the Fair Price Shop Dealers Association, which has expressed concern over the practical challenges of implementation.
The government order, however, does not clearly spell out what would happen if a beneficiary refuses to disclose caste details during the updation process, a question that has further fuelled the ongoing political debate.
