Jammu and Kashmir Chief Minister Omar Abdullah on Monday said the UT Government has prepared its response to the clarifications sought by the Central Government on the reservation report and that the matter would soon be placed before the Cabinet for approval.

Speaking to reporters in Srinagar, CM Omar said the Cabinet Sub-Committee constituted to examine the reservation issue had already completed its report, which was approved by the Cabinet and subsequently forwarded through the Lieutenant Governor to the Centre.

“The Cabinet Sub-Committee sat, prepared its report and the Cabinet approved it. Like other Cabinet decisions, it was sent to the Lieutenant Governor, who formally referred it to Delhi,” he said.

The Chief Minister said the Central Government sought certain clarifications on the report, following which the file was returned to the Jammu and Kashmir Government.“The concerned department has prepared replies to all the clarifications sought by the Centre. The response has been ready for the last two to three days,” Omar said.

He added that since the original decision was taken by the Cabinet, the reply would also require Cabinet approval before being sent back to New Delhi.“The Cabinet will meet shortly to approve the response, after which it will be sent back to the Central Government. This is a matter of only a few days,” he said.

As for the background,  the J&K cabinet sub-committee’s reservation report—which evaluated quotas that expanded to roughly 70%—was approved by the Cabinet and forwarded to the Centre via the Lieutenant Governor. However, the central government returned the file seeking clarifications, and the Cabinet is finalizing its response to send back.

The central government requested more details, prompting the J&K administration to prepare point-by-point clarifications. The Cabinet is reviewing these responses and the report as per the Chief minister is ready. Once approved, the document will go back to the LG and then to the Union Home Ministry.

The government has maintained that the report's contents will remain confidential and cannot be made public until it goes through the due legal and administrative process with the Raj Bhawan and the Centre.
