A member of the Shimla royal family has accused actor Rahul Bose obtained a fake Himachali domicile certificate to gain an advantage in the Himachal Pradesh Rugby Football Union elections.
Diviya Kumari Jubbal, a member of the Jubbal royal family and a petitioner in the Himachal Pradesh High Court, claimed that Rahul Bose “used a fake Himachal domicile certificate to manipulate rugby elections for personal gain.”
She said they had spent two years working sincerely to build rugby in Himachal.
“Rahul Bose assured us that I would lead the state association once affiliation was granted. We formed four district units, Shimla, Kullu, Sirmaur, Solan and trained teams, sent players to national events, and funded development ourselves,” Diviya added.
She said IRFU had encouraged them to expand the rugby across the state.
“Every decision related to Himachal rugby was made through me because IRFU told us we were officially responsible for the sport here,” she said.
She has questioned the domicile certificate issued to Rahul Bose.
“He knew he could not get a nomination from Maharashtra this time. So he arranged a fake domicile to contest from Himachal,” she added. She said Rahul Bose obtained a Himachal domicile certificate on 24 September 2025, which claimed he had lived in Kasauli for 16 years.
She said Rahul Bose was originally from Mumbai and had earlier contested from Maharashtra. She asked how he suddenly became Himachali when his Aadhaar and passport show Mumbai.
She alleged the certificate was used to become eligible to contest IRFU elections from Himachal. According to her, he knew he would not get a nomination from Maharashtra this time, so he arranged a fake domicile.
She said a new state body was created in a hurry to benefit him. “On 18 October 2025, a new Himachal Rugby Association was suddenly formed. There were no elections, no district representation, no audited accounts, no records,” she said.
She added that within just eight days, on 26 October 2025, it received permanent affiliation so that Rahul Bose could file his nomination. She said those who actually built rugby in Himachal were excluded and the entire process was kept hidden and executed quietly.
Diviya said the move shocked everyone involved in the sport and broke their trust, forcing them to take legal action. She said players and their parents kept asking why they were not getting state recognition. They trusted IRFU, but it turned out to be an election strategy, not a development plan.
She stressed that celebrities are not above the law and said they have submitted all proof to the High Court. She expressed confidence that the judiciary will ensure justice for Himachali players.
She said the domicile issuance process must be investigated.
She asked how an outsider obtained a Himachal domicile certificate so easily and said rules must be the same for everyone.
"We want the Court to decide what is right and wrong. Our only demand is justice for the youth of Himachal," she added, expressing hope for judicial intervention.
