The Special Intensive Revision (SIR) of electoral rolls in Jharkhand will commence in April and be carried out in a single phase, Chief Electoral Officer (CEO) K Ravi Kumar said on Monday.
Addressing reporters in Ranchi, Kumar said the exercise would follow directions issued by the Election Commission and that preparations have been completed. “According to directions received from the Election Commission, the Special Intensive Revision (SIR) will begin in the state in April, and all preparations have been completed,” he said.
The SIR is aimed at updating electoral rolls by verifying existing entries, removing ineligible names and ensuring the inclusion of eligible voters. Officials indicated that field-level functionaries have been briefed and logistical arrangements put in place to ensure smooth conduct of the process across districts.
Kumar noted that the revision exercise has already been undertaken in other parts of the country. Bihar completed the process in the first phase, followed by 12 states and Union Territories in the second phase. The third phase is expected to cover the remaining states, including Jharkhand.
The CEO emphasised that the revision would be conducted transparently and in accordance with established guidelines to maintain the integrity of the electoral rolls. Electoral registration officers and booth-level officers will play a key role in verifying details and addressing claims and objections during the process.

In a related development, Kumar announced that the Chief Electoral Office, in association with the Central University of Jharkhand (CUJ), will organise a two-day international conference on ‘voter registration and voter registers’ on September 2.
“The main objective of the conference is to compile views from various democratic countries, universities across the country, academics, and election-related master trainers to prepare a comprehensive report on voter registration and electoral rolls,” he said.
IIM Ranchi, NUSRL Ranchi and St. Xavier’s College will participate as knowledge partners and contribute to the conference deliberations.
The proposed conference is expected to serve as a platform for sharing best practices and strengthening electoral processes, even as Jharkhand gears up for the upcoming revision exercise.
