Assam Chief Minister Himanta Biswa Sarma on Tuesday said the Special Intensive Revision (SIR) of the electoral rolls has been put on hold as the National Register of Citizens (NRC) has not been notified in the state, but added that the Election Commission’s newly ordered Special Revision will enable authorities to remove ineligible voters from the rolls.
Speaking in Guwahati, Sarma said the SIR cannot be carried out “due to various legacy issues” surrounding the non-notification of the NRC. “As NRC has not been notified in Assam due to various legacy issues, the Special Intensive Revision of the voters' list has been temporarily deferred,” he said.
He added that the Election Commission has instead directed a Special Revision of the voters’ list, which he said would still serve the purpose of cleansing the rolls. “This will help us weed out the illegal (voters) from our electoral process,” Sarma said, assuring full cooperation from the state government.

The Chief Minister said the exercise would contribute to preparing clean and accurate electoral rolls for eligible citizens before the 2026 Assembly polls.
According to instructions to the state’s chief electoral officer, January 1, 2026, has been fixed as the qualifying date for conducting the Special Revision. Officials described the exercise as falling between the annual special summary revision and the SIR of electoral rolls.
The Election Commission had on Monday ordered the Special Revision across Assam. Assembly elections in the state are scheduled for next year.
