In a move set to benefit more than three lakh state employees, the Telangana government has reconstituted the Civil Services Joint Staff Council (JSC) after nearly 12 years. A government notification issued on Wednesday announced the council’s revival for a fresh term, which will run until 31 December 2025.
The JSC is designed to strengthen cooperation between the state administration and employees, provide a structured platform for grievance redressal, and improve service delivery. Officials said the revival of the council aligns with the central government’s Joint Consultative Machinery guidelines.
Chief Secretary K Ramakrishna Rao will head the reconstituted council, with 12 senior IAS officers representing the government. On the employees’ side, nine recognised service associations — including the Telangana Non-Gazetted Officers Union — will serve as permanent members. Six other associations will participate on a rotational basis. In total, the council will comprise 25 to 30 members, with equal representation from government and employee associations.

“The JSC’s responsibilities include safeguarding staff welfare, resolving service-related grievances, and facilitating two-way dialogue on critical issues such as pay, allowances, promotions, working hours, discipline, tenure and retirement benefits. The council will also review office procedures, suggest improvements in work methods and involve employees in policy decisions affecting service conditions,” said an official of the state government.

Quarterly meetings will be mandatory, with a quorum requiring at least three members from each side, said the official. “Decisions will be taken by majority vote and unresolved matters will be referred to the General Administration (Services Welfare) Department. The government has also retained the flexibility to expand or reconstitute the council if necessary,” he added.
Employee leaders welcomed the move. Employees Joint Action Committee chairman Jagadeshwar and general secretary Eluri Srinivasa Rao hailed the reconstitution of the JSC, thanking the government for extending long-overdue recognition. “This decision will help employees’ voices be heard in a structured way,” they said after receiving the government’s notification.
Officials believe the revived JSC will reduce the risk of disputes escalating into agitations or strikes, while also fostering a culture of cooperation and efficiency across state services.
