Tour operators urge Manipur govt to relax foreign travel norms

To promote tourism and streamline the permit process, the association proposed that foreign travellers be allowed to apply for PAPs at the time of visa processing in their home countries.

The Indian Association of Tour Operators (IATO) on Monday called on Manipur Governor Ajay Kumar Bhalla seeking his intervention to simplify travel restrictions for foreign tourists visiting the state. During the meeting, the association submitted a memorandum detailing the challenges faced by tour operators in obtaining Protected Area Permits (PAP), which are mandatory for foreign visitors to enter Manipur.

 

According to a statement issued by the Raj Bhavan, “H Radhakrishna Sharma, State-in-Charge, Indian Association of Tour Operators (IATO) Manipur, submitted a representation regarding challenges faced by tour operators in obtaining Protected Area Permits (PAP) for foreign tourists visiting Manipur.”

 

To promote tourism and streamline the permit process, the association proposed that foreign travellers be allowed to apply for PAPs at the time of visa processing in their home countries. It also recommended that authorized tour operators and IATO members be permitted to apply for the permits on behalf of their clients.

 

Governor Bhalla acknowledged the concerns raised by the delegation and appreciated the association’s efforts to promote sustainable tourism in the state.

 

Foreign nationals are currently required to obtain a Protected Area Permit due to security concerns — a policy reimposed by the central government in December 2024. Officials said the movement of foreign nationals in Manipur is strictly monitored, and visitors are allowed access only to areas specified in their permits.

 

The PAP requirement had earlier been lifted in 2011 to boost tourism but was later reinstated following the deterioration of the security situation in the region.
