The All India Congress Committee (AICC) has appointed 27 new District Congress Committee presidents in Uttarakhand with immediate effect, marking a major organisational reshuffle under the Sangathan Srijan Abhiyan.

The decision, approved by Congress President Mallikarjun Kharge and announced through a press release by General Secretary KC Venugopal on Tuesday, follows detailed consultations with AICC observers, district-level reviews, and one-on-one discussions with senior state leaders.

The new appointments cover all districts and major urban centres of Uttarakhand. The list includes a mix of senior party workers and new faces to strengthen the party’s grassroots network ahead of future elections.

Bhupendra Singh Bhoj has been made district president in Almora, while Arjun Chandra Bhatt will lead Bageshwar. Suresh Dimri will head Chamoli, and Chirag Singh Fartyal takes charge of Champawat. In Dehradun City, Dr. Jasvinder Singh Gogi has been appointed president, and Govind Singh Bisht will lead the Haldwani City unit.

In urban constituencies, Alka Pal has been named president of Kashipur City, and Mamta Rani will head Rudrapur City. Uttam Aswal will lead Devprayag, and Manohar Singh Tolia will head Didihat. Baleshwar Singh and Aman Garg have been appointed for Haridwar district and Haridwar City, respectively. Vikas Negi will handle Kotdwar, while Meena Devi will lead Kotdwar City.

Other appointments include Rahul Chhimwal in Nainital, Sanjay Kishore in Pacchwadoon, and Mohit Uniyal in Parwadoon. Vinod Singh Negi will lead Pauri Garhwal, Mukesh Pant takes charge in Pithoragarh, and Dinesh Chouhan will head Purola. Deepak Kirola has been appointed for Ranikhet, Furkan Ahmed for Roorkee, and Rajendra Kumar Chaudhary for Roorkee City. Kuldeep Kandari will lead Rudraprayag, Murari Lal Khandwal Tehri Garhwal, Himanshu Gaba Udhamsingh Nagar, and Pradeep Singh Rawat Uttarkashi.

This reshuffle comes at a time when the Congress is working to rebuild its organisation in Uttarakhand, where it has faced several electoral losses in recent years.

The AICC has directed the new presidents to quickly form block and mandal committees and launch membership drives across their areas. Their performance will be reviewed regularly to ensure accountability. The move reflects the high command’s strategy to rebuild the party in hill states through structured organisation rather than temporary fixes.

The Sangathan Srijan Abhiyan, launched to strengthen state units nationwide, focuses on merit-based appointments through observer feedback and local consultations. Each AICC observer carried out ground assessments, meeting block-level workers, former MLAs, and local leaders before recommending names.

The restructuring is expected to boost booth-level activity and improve coordination between state leaders and grassroots workers.
With Assembly elections still a few years away, the Congress hopes to use this time to expand its reach, especially in rural areas of Kumaon and Garhwal, where the BJP remains dominant.
