Lawyer Utsav Bains has been appointed as the NCB Special Public Prosecutor for Punjab and Haryana High Court.
Bains is already serving as the Special Public Prosecutor for NCB at Delhi HC, and is also counsel for the National Highways Authority of India (NHAI) before the Apex Court and also for the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC) for the Delhi High Court and Chandigarh Housing Board for Punjab and Haryana High Court.
This move aims to streamline litigation for the NCB, as the majority of districts in Haryana fall under the Delhi Zone, leading to frequent legal challenges at the Punjab and Haryana High Court.
Bains, an alumnus of Panjab University, hails from a distinguished legal family. He is the grandson of the late Justice Ajit Singh Bains of the Punjab and Haryana High Court and the son of senior advocate and renowned criminal lawyer, Rajwinder Singh Bains.
In addition to his new role with the NCB, Bains has gained recognition for representing victims in high-profile anti-terror cases. His notable cases include the 2019 Pulwama terror attack, the 1993 Bombay Bomb Blast, the 26/11 Mumbai terror attacks, and the case involving Bitta Karate, accused of the murders of Kashmiri Pandits.
A well-respected figure in legal circles, Utsav Bains is expected to strengthen the NCB’s legal representation in the crucial Delhi Zone, contributing his expertise to address the agency’s increasing litigation demands.
