West Bengal has emerged as one of the leading states in the country in the ongoing Special Summary Revision (SIR) process, with the Election Commission of India (ECI) confirming that over six crore enumeration forms have been digitised as of Wednesday. 
 
A total of 6,00,36,369 forms have been digitised so far, amounting to 78.42 per cent of all forms distributed in the state, an ECI official stated.
 
“Twelve states, including West Bengal, are working on SIR together. In this regard, Bengal is much ahead of many other states,” the official said.
 
The SIR work in West Bengal is now at its final stage, with the EC expecting all filled-up enumeration forms to be submitted by December 4. As per the latest data, 7,64,68,759 forms have already been distributed across the state, covering 99.78 per cent of West Bengal’s electorate — one of the highest distribution rates in the country.
 
While several smaller regions, such as Lakshadweep, have reported 99.91 per cent digitisation and Goa has achieved 86.77 per cent, West Bengal continues to stand out among the large states. Gujarat has digitised 73.37 per cent of its forms, Madhya Pradesh 78.50 per cent, Rajasthan 82.61 per cent, and Andaman & Nicobar Islands 67.39 per cent. Kerala and Uttar Pradesh trail behind with 46.14 per cent and 41.44 per cent digitisation, respectively.
 
 
West Bengal has witnessed the most controversy surrounding the SIR process among major states. Despite this, the state has shown progress in distributing, collecting and digitising enumeration forms.
 
“The process has not been without challenges. Server slowdowns have been reported from several blocks and administrative offices, resulting in delays in form uploads and digitisation,” said a Commission officer.
 
In response, the CEO’s office has rolled out an immediate-action mechanism. If a Booth Level Officer (BLO) is unable to upload forms due to slow internet connectivity, they are required to report their issue and location through the designated app. Once a complaint is registered, the Electoral Registration Officer (ERO) and Assistant ERO (AERO) will alert the local service provider, who has assured prompt resolution. Real-time tracking of the progress and complaint updates will also be available directly on the BLO app.
 
District Election Officers (DEOs) from all districts are connected through the same system. Should any district report repeated instances of server slowness, the DEOs themselves will contact telecom operators to ensure the issues are addressed without delay.
 
These instructions, issued by the CEO’s office, aim to ensure that the final phase of the SIR runs smoothly despite technical hurdles.
