With 76% score, Assam tops in implementing new criminal laws

Assam has topped the national ranking for implementing India’s new criminal laws, scoring nearly 76 per cent against the national average of 44 per cent. Special DGP (CID) Munna Prasad Gupta said the state has fully adopted the new legal framework, supported by improved technology use and stronger conviction rates.

Assam has emerged as the top-performing state in the country in implementing the new criminal laws, securing a score of nearly 76 per cent against the national average of 44 per cent, according to the state’s Special DGP (CID) Munna Prasad Gupta. The Ministry of Home Affairs assessed states on operational efficiency, administrative reforms, ICT use and integration with ICJS, where Assam ranked first.

 

The three new criminal laws, Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam, came into force on July 1, 2024, replacing the IPC, CrPC and the Indian Evidence Act. Gupta said Assam has “fully implemented” the new legal framework and maintained consistent performance across evaluation parameters.

 

“We have been implementing these laws since July 1, 2024, and we have fully implemented these laws. We are happy to share that the Ministry of Home Affairs has evaluated the states on various parameters… and ranked number 1 in the country,” Gupta said. He added that the assessment also helped identify areas requiring further improvement.

 

Gupta noted that the process remains dynamic, with continuous data collection from ICJS and CCTNS systems and real-time evaluation of states. “The national average is around 44 per cent, but in Assam, we have scored almost 76 per cent as of today, and we ranked first… As of today, we are number 1, and we will strive to improve further,” he said.

He credited police personnel and support from the Centre for the progress made in strengthening training, infrastructure and investigative capacity. Assam’s conviction rate under the new laws has risen sharply to 66 per cent from about 25 per cent earlier.

 

The new laws, framed to build a more modern and victim-centric justice system, emphasise the use of technology for evidence collection. They mandate videography of search and seizure operations, forensic evidence in serious crimes, electronic delivery of summons and provisions such as zero FIRs. The legal overhaul also introduces fresh offences, including sexual intercourse on false promises of marriage.
