West Bengal Chief Minister Suvendu Adhikari on Wednesday underscored the need for a politically neutral administrative framework, asserting that the state machinery would not be used for political purposes under his government. Addressing a meeting with West Bengal Civil Service (WBCS) officers — his first since assuming office — the Chief Minister sought to reassure officials about their professional independence while also calling for a reset in administrative culture.

“I will not use you, nor will I turn you into political cadres during elections,” Adhikari told the officers, in what is being viewed as a significant statement on maintaining bureaucratic neutrality.

He acknowledged that some lower-level officials may have become entangled in corruption due to pressure or fear, but stressed that his government was committed to freeing the administration from such influences. He added that professional dignity and seniority of officers would be respected.

At the same time, Adhikari sharply criticised the administrative environment under the previous Trinamool Congress (TMC) government, alleging that discipline had deteriorated and that bureaucrats were often compelled to operate within a politically influenced system. He said rebuilding administrative integrity was a key priority for his administration.

Referring to senior bureaucrat Subrata Gupta, the Chief Minister noted that he had been brought back into a key advisory role after previously being sidelined, signalling a shift in administrative appointments.

Adhikari also emphasised the importance of mutual respect between the government and officials, stating that he had not publicly disrespected any government employee since taking office. Maintaining a healthy and professional working relationship, he said, was essential for effective governance.

The Chief Minister further alleged instances of political misuse of officials in the past, including claims that IAS and IPS officers were made to participate in politically charged public events. He said such practices would not be tolerated under his leadership.

Raising concerns over alleged financial irregularities during the previous regime, Adhikari cited examples such as the ‘Banglar Bari’ housing scheme and the mid-day meal programme, questioning the diversion of funds for purposes unrelated to their intended use.

He urged officials to prioritise public welfare and to deliver services without political bias. “We must work for the common people, not for one faction or another,” he said, adding that performance would be judged on results.

On Centre-State relations, Adhikari signalled a cooperative approach, stating that development projects would be implemented through coordination with the Union government rather than confrontation.

Highlighting revenue gains, he claimed that stricter measures against corruption had significantly increased state earnings. “While the previous government generated Rs 70 crore from stone quarries, we have collected Rs 1,200 crore in a short period,” he said.

In his concluding remarks, the Chief Minister invited feedback from officials, acknowledging that governance requires continuous learning. “I know a great deal, but not everything. You speak, and I will listen,” he said, announcing that a follow-up meeting would be held in six months.
