The Delhi High Court has reserved its decision on Arvind Kejriwal's plea for two additional legal meetings with his lawyers via video conferencing from jail. However, Kejriwal remains in judicial custody in connection with a CBI case linked to the Delhi Excise policy. The ED's counsel emphasised that all accused are treated equally in jail, with only two legal meetings allowed for everyone.

Senior advocate Ramesh Gupta countered these arguments, asserting that there is no harm in granting Kejriwal the additional meetings he requested. He pointed out that the ED did not oppose similar facilities for other accused individuals. Gupta argued that Kejriwal is only seeking additional legal meetings with his counsel, which should not be a contentious issue.

Previously, on July 1, the Rouse Avenue Court denied Kejriwal's request for two additional meetings with his lawyers via video conferencing from Tihar Jail. Special judge Kaveri Baweja dismissed the application, stating that Kejriwal's counsel failed to provide convincing reasons for granting the additional meetings.

The judge noted that the grounds for the request had already been addressed in an earlier order and saw no reason to deviate from that decision.&nbsp;The court highlighted that a similar application filed by Kejriwal seeking the same relief had been dismissed on April 10, 2024.

The judge referred to the order dated February 22, 2024, which had granted additional legal meetings to co-accused Sanjay Singh, but differentiated it from Kejriwal&rsquo;s case. The judge concluded that there were no new grounds to reconsider the earlier decision and dismissed the application.

The Bangladesh government on Thursday expressed willingness to hold talks with students protesting against the quota system in jobs after fresh violence erupted across the country as they attempted to enforce a nationwide shutdown over the issue.

Border Guard Bangladesh (BGB) personnel were deployed across the country including the capital, to maintain law and order, the official BSS news agency reported.

Addressing a press conference, Law Minister Anisul Huq said the government decided to sit in for a dialogue with protesting students and entrusted him and Education Minister Mohibul Hassan Chowdhury to initiate discussions.

"Whenever they agree, we will sit...it could be held this (Thursday) afternoon,&rdquo; he said.
&nbsp;
"Government has agreed to hold talks with the quota reformists," he told journalists at a press briefing.
&nbsp;
Huq also said Bangladesh Prime Minister Sheikh Hasina asked the law minister to take the initiative to hold an early hearing of the quota-related case pending with the Supreme Court, PTI reported.

He said he had instructed the Attorney General to take the initiative on this, and the AG will file an appeal with the Supreme Court on Sunday seeking an early hearing of the case.

The government has decided to form a judicial probe committee led by High Court Justice Khandaker Diliruzzaman to investigate the violent incidents that have claimed at least seven lives, including four students.

Punjab Chief Minister Bhagwant Mann has reiterated his stance that the chancellor of state-run universities should be an elected chief minister, rather than a selected governor. Despite significant contributions to the economy, the TV manufacturing sector has not received the same incentives as mobile phone manufacturing, which has seen substantial growth due to government support.

Arjun Bajaj, Director of the home-grown manufacturer Videotex, highlighted the need for the long-awaited production-linked incentive (PLI) scheme to extend its benefits to televisions or to introduce alternative manufacturing incentives, particularly for smart TVs. This would help the TV manufacturing sector, which currently contributes nearly $12 billion to the economy.

Another pressing issue is the classification of televisions larger than 32 inches under the GST slab for luxury goods. Bajaj argues that this classification is outdated as televisions are no longer considered luxury items but are essential for over 200 million households in India. Revising this GST classification would make TVs more affordable and accessible to a broader population, boosting the sector.

The industry also faces challenges due to its reliance on imports for critical components like semiconductors and display fabs, primarily sourced from China and Taiwan. Army chief General Upendra Dwivedi on Wednesday met Prime Minister Narendra Modi and Union Home Minister Amit Shah as security forces intensified combing operations following a fresh exchange of fire with terrorists in Doda district, Jammu and Kashmir, officials said.

The security situation in J&amp;K in view of the recent surge in terror attacks was discussed during the meeting with the Prime Minister, although Army sources stated that the meeting was pre-scheduled.

During his meeting with Amit Shah, Gen Dwivedi provided an update on the counter-terror operations in the region.

Meanwhile, terrorists attacked a temporary base set up for anti-terror operations during the night of July 17-18. This was the third engagement in two days.

&nbsp;Combing operations in the Jammu region have been intensified after security forces and terrorists exchanged fire twice within four hours during the night of July 16-17 in a forest area in Doda district.
&nbsp;
There have been no reports of casualties in this latest exchange of fire. Taking advantage of the darkness, difficult terrain, and dense foliage, the terrorists managed to escape, officials said.

Troops of the Rashtriya Rifles, Special Forces, VDGs, and the Special Operations Group of the Jammu and Kashmir Police are conducting a massive search operation to track down the terrorists.&nbsp;

The Army is employing drones to locate the terrorists hiding in the forests, but the thick foliage is hindering their efforts. It is suspected that the terrorists could be former soldiers of the Pakistan army.

Data from the National Crime Records Bureau (NCRB) and surveys conducted in 1,132 villages across 20 districts, covering a population of 21 lakh with 8 lakh children, demonstrate significant strides in eradicating child marriages.

The report also reveals that 30 percent of the surveyed villages have completely eradicated child marriage, and 40 percent have seen substantial reductions.

Furthermore, 98 percent of Assam's population believes that prosecution is essential in ending child marriage.

The report recommends the creation of fast-track special courts to clear the backlog of child marriage cases. It suggests that in situations where parents, guardians, or panchayats have provided an undertaking, the punishment should be doubled and treated as equivalent to criminal conspiracy for rape.

Additionally, a specific provision for the rehabilitation of victims and survivors of child marriage, treating them on par with survivors of child sexual abuse, is proposed.

China pushes Belt and Road with new Nepal PM

Telangana government will launch a farm loan waiver programme, part of its poll promise benefitting 70 lakh farmers, on Thursday, official sources said.

Chief Minister A Revanth Reddy had earlier announced that the government would implement the loan waiver up to Rs 2 lakh by August 15.
&nbsp;
The loan waiver funds up to Rs one lakh will be deposited in the farmer&rsquo;s accounts at 4 pm on Thursday.
&nbsp;
The chief minister said Rs 7,000 crore in total would be credited to the accounts of farmers whose loans of up to Rs one lakh are being waived. Crop loans of up to Rs 1.5 lakh would be waived by the end of July, and the loan waiver process would be completed in August when loans of up to Rs two lakh are dispensed with.
&nbsp;
Reddy also suggested organising a gathering of farm loan waiver scheme beneficiaries at &lsquo;Rythu Vedikas&rsquo; and Ministers, MLAs and other public representatives of the respective districts should also attend and share the joy with the farmers.

Ahead of the launching of the flagship programme, Deputy CM Mallu Bhatti Vikramarka convened a meeting with bankers this morning.

A senior level officer will be made available for two districts (undivided old district) in the Secretariat to clarify the doubts, if any, raised by the Collectors on loan waiver scheme and resolve them immediately.

The state government has clarified that ration cards are used only for family identification.

The Ratna Bhandar, the revered treasury of the 12th-century Jagannath temple in Puri, was reopened on Thursday for the second time in a week for shifting of valuables to a temporary strong room, officials said.

The treasury was reopened at 9.51 am, they said.
&nbsp;
After offering prayers before Lord Jagannath and his siblings, the members of a supervisory committee set up by the Odisha government proceeded for the shifting of valuables from the Ratna Bhandar, entered the temple around 9 am.

Speaking to media persons before entering the temple, the supervising committee&rsquo;s chairman and Odisha High Court former judge Justice Biswanath Rath said, &ldquo;We sought the blessings of Lord Jagannath for smooth completion of shifting of all valuables stored in the inner chamber of the treasury.&rdquo;
&nbsp;
Last time, the treasury was opened on July 14 after 46 years. On that day, the ornaments and other valuables of the outer chamber of the Ratna Bhandar were shifted to a strong room.

Justice Rath also requested Puri&rsquo;s titular king Gajapati Maharaja Divya Singh Deb to remain present in the Ratna Bhandar and oversee the shifting of the valuables from there.

Deb, who inspected the shifting of valuables to the temporary strong room on the temple premises said, &ldquo;The &lsquo;Khatasheja&rsquo; (a store room) is being used as the temporary strong room. The valuables from the inner chamber of the Ratna Bhandar will be shifted to the &lsquo;Khatasheja&rsquo; room, amid tight security.

The shifting of valuables from the inner chamber is expected to be completed by evening. The temporary strong room will be sealed and repair work of the Ratna Bhadar will be taken up by the Archaeological Survey of India (ASI). A list of ornaments and other valuables will be prepared only after the completion of repair works,&rdquo; he said.

As per the SOP, CCTV cameras were installed and adequate security personnel were deployed around the temple, Puri Superintendent of Police Pinak Mishra said.

&ldquo;Snake catchers, Odisha Rapid Action Force personnel and fire services officials have been kept on standby to deal with any emergency,&rdquo; an official said.
The temple administration restricted the entry of devotees into the shrine from 8 am on Thursday.

Puri temple's Ratna Bhandar reopens for second time

Rescuers in Nepal have so far recovered 19 bodies, including that of four Indians, after two buses were swept into a swollen river following a landslide in the Chitwan district last week, sources here said on Thursday.

The landslide happened in the Simaltal area along the Narayanghat-Mugling road in Chitwan district on Friday. Out of 54 people, three people swam to safety soon after the incident.
&nbsp;
Twenty-four people, including seven Indian nationals, were travelling on the first bus heading towards Kathmandu from Birgunj. Another bus heading to Gaur from Kathmandu was carrying 30 people. The two buses plunged into the Trishuli River when heavy mudslides hit them.
&nbsp;
Bodies of nineteen people have been recovered from the Simaltal twin bus accident site so far. Out of 19 bodies, four corpses belong to Indian nationals, according to the Armed Police Force sources.
&nbsp;
Five male dead bodies are yet to be identified.
&nbsp;
The local authorities in Nepal are coordinating with the Indian authorities in Bihar and UP to carry out rescue work. The search and rescue works continued on Thursday too, according to the police.

On Wednesday, the dead body of Indian national Vivek Kumar, 27, was recovered during the search carried out by security personnel.

The Commerce Ministry is developing a regulatory framework aimed at boosting India&rsquo;s e-commerce exports, Commerce Secretary Sunil Barthwal announced on Tuesday.

This framework, set to be finalized by September, is expected to significantly enhance the global reach of India&rsquo;s small businesses.
&nbsp;
India&rsquo;s e-commerce sector is largely driven by small enterprises exporting goods valued between $25 and $1,000. Popular exports include handicrafts, art, books, ready-made garments, and gems and jewellery.
&nbsp;
According to a report by the think tank Global Trade Research Initiative (GTRI), India&rsquo;s e-commerce exports could potentially soar to $350 billion by 2030. The report highlights that this sector has the capability to grow faster than India&rsquo;s IT exports did in the early 2000s.
&nbsp;
Despite this promising potential, current e-commerce export figures remain significantly lower than expected.
&nbsp;
&ldquo;India&rsquo;s current e-commerce export provisions are a patchwork of rules framed for regular B2B exporters. This creates an enormous compliance burden on small firms, and India needs to address these issues in one place,&rdquo; the GTRI report stated.
&nbsp;
To address these challenges, the report recommends that the Indian government implement a distinct e-commerce export policy. It notes that e-commerce policies in countries like China, Korea, Japan, and Vietnam have facilitated the global expansion of many firms.

The new regulatory framework is anticipated to streamline compliance requirements and provide a more cohesive structure for e-commerce exporters, thereby enabling small businesses to more effectively compete on the global stage.

Commerce ministry to finalise E-commerce export

Instagram will let a select group of researchers access its data to study how the platform affects the mental health of teens and young adults.

The pilot program, launched in partnership with the Center for Open Science (COS), aims to produce independent studies that offer insight into the relationship between social media and a teen&rsquo;s well-being.
&nbsp;
Researchers will gain access to Instagram data for up to six months, which may include information on how many accounts a teen follows, how much they use Instagram, their account settings, and more.
&nbsp;
However, Meta notes it won&rsquo;t provide access to a user&rsquo;s demographic information, nor will it include the contents of their posts, comments, or messages.
&nbsp;
Through the program, first reported by The Atlantic, COS will choose up to seven research proposals in different areas related to the mental health of teens. Meta will not be involved in the selection process. Researchers must also recruit the teen participants and get their parents&rsquo; permission.

COS says the study of data directly from Instagram could help &ldquo;contribute to understanding of well-being when combined with other sources of data,&rdquo; such as surveys and other types of studies.

&ldquo;Parents, policymakers, academics, and technology companies are grappling with how best to support young people as they navigate online spaces, but we need more data to understand the full picture,&rdquo; Curtiss Cobb, Meta&rsquo;s vice president of research, said in a statement.

The incident occurred as security forces chased militants into dense forests before an encounter in which four soldiers, including an Army officer, were killed on July 16.

A woman from the family recounted to reporters, &ldquo;While I was sleeping inside my house, someone started banging at my door. I assumed it was my father.&nbsp;

&ldquo;But when I opened the door, it was someone else. I quickly closed the door. I was terrified, and my mother and children were also frightened. I called my brother, who, along with my sister-in-law, rushed to help.&rdquo;

Her brother confronted the suspicious man at the door. &ldquo;When my sister called and told me about a suspicious man trying to break into the house around 5 am, I quickly got there.&nbsp;

&ldquo;I saw a tall person standing at the door. When I asked him to identify himself, he claimed it was his house. I punched him, but he dodged my blow. When I picked up a stone to hit him, he ran into the forests.&rdquo;

The brother described the suspect as a six-foot-tall man wearing a uniform similar to the Army&rsquo;s but holding no weapon.

&nbsp;&ldquo;At first, I thought he was a drug addict, but the agility he showed in fleeing into the jungles proved he was trained.

&ldquo; I quickly called my brother, who is in the Army, and a search operation was launched in the village.&rdquo;

He also noted that a similar incident of door-knocking was reported in the adjoining village.

Every four years, the best athletes from around the globe converge to battle it out for top honours at the Olympic Games. Athletes go through the rigours of qualification, competing through injury and travel fatigue, with a wide variety of weather conditions, in order to secure their spot on the team.
&nbsp;
Every millisecond or centimetre counts when it comes to getting on the podium or not at all, which means athletes and coaches are looking for any possible advantage over their competition.
&nbsp;
As technology evolves, it pervades all aspects of our lives. The sporting world is no exception.
&nbsp;
But where do we draw the line when technological advances used in sports cross over into performance enhancement, sometimes referred to as &ldquo;technological doping&rdquo;?&nbsp;
&nbsp;
What is technological doping?&nbsp;
&nbsp;
Technological doping loosely refers to instances when technology enhances an athlete&rsquo;s performance beyond their natural capabilities, potentially giving them an unfair advantage over other competitors.
&nbsp;
In 2008, athletes wearing Speedo LZR Racer hi-tech swimsuits developed in collaboration with NASA broke an unprecedented 13 world records. The suits were swiftly banned from professional competition.
&nbsp;
However, it&rsquo;s not easy to decide whether something is a natural, technological advancement in a particular sport (such as carbon fibre canoes used in kayak sprints) or something that genuinely improves an athlete&rsquo;s performance beyond their capabilities.
&nbsp;
Suspecting placebo&nbsp;
&nbsp;
Currently, around 500 million people across the world are wearing some form of wearable technology (such as a smart watch or ring). Many of us like this type of tech because it provides objective data related to our health or performance &ndash; how many steps we&rsquo;ve walked, the number of hours slept, calories burned and so on.
&nbsp;
Now, think about a high-level athlete and coach working together to prepare for the Olympics. Planning and preparation begins far in advance. During this time, they will be using a variety of objective measures to track and monitor their performance.
&nbsp;
For example, a sprinter might measure ground contact time during maximum velocity efforts using smart insoles. Ground contact time and air times (when no foot is in contact with the ground) are similar measures to stride length and frequency, which determine how fast we can run: stride length x stride frequency = running speed Let&rsquo;s say a new running shoe prototype has been given to the athlete to try out. During one of these maximum velocity efforts, their data show ground contact time has decreased while running speed has increased. In other words, the athlete ran faster. Is it the shoe? Is it placebo? Unfortunately, that question is not an easy one to answer.
&nbsp;
How can we check for technological doping?&nbsp;
&nbsp;
Firstly, we have to look at the materials and components used to construct the shoe to see if there&rsquo;s anything beyond the usual capabilities for the intended purpose. (For example, having a loaded spring mechanism that propels the athlete forward with each step.) Once that has been given the all clear, scientists in biomechanics laboratories would then design an experiment to test the shoe against other shoes typically used by other competitors.
&nbsp;
However, even if the shoe does perform better in the experiment than all the other shoes, it doesn&rsquo;t mean it will be banned from competition.
&nbsp;
For example, in October 2019, Kenyan runner Eliud Kipchoge broke the two-hour marathon record. The shoes Kipchoge wore &ndash; Nike Vaporflys &ndash; contain a thin carbon fibre plate integrated within a midsole composed of highly compressible, resilient and flexible plastic.
&nbsp;
Researchers found Vaporflys did perform better than other shoes they tested, but couldn&rsquo;t provide any biomechanical explanation as to why.
&nbsp;
They concluded the shoe itself improves running economy, but some people seemed to perform better than others &ndash; and it was linked to specific foot fall patterns. This indicates the shoe may not uniformly improve all runners to the same level.
&nbsp;
Taking into account these advances in shoe design, World Athletics have introduced some regulations to ensure fairness. These include: a maximum allowable stack height (the distance between the foot and the ground) of 40mm for road racing shoes shoes can only contain one carbon fibre plate or similar material shoes must be available for purchase by the general public for at least four months before being used in competition.

Can we make it fair?&nbsp;
&nbsp;
When it comes to technological doping, the major ethical issue we need to address is inequality.
&nbsp;
If one athlete can have a performance gain over another due purely to wearable technology (which not everyone can afford), we run the risk of demeaning the true nature of sport. Affordability and accessibility should not be overlooked. Technological advancements should benefit the sport as a whole, not just individual gain.
&nbsp;
To address this, all regulatory bodies, such as World Athletics and World Aquatics, need expert input to enable accurate classification of wearable technology. Many bodies already do this.
&nbsp;
Additionally, we should conduct regular testing in biomechanical labs to evaluate the impact new technologies have on performance. This would work towards ensuring that advancements do not unfairly enhance athletic abilities.

By combining expert insights and rigorous testing, we can maintain a level playing field and preserve the integrity of competitive sports.&nbsp;

Senior Bharatiya Janata Party leader Suvendu Adhikari has shared on social media a video purportedly showing a flag of Palestine being waved during a procession in West Bengal&rsquo;s Murshidabad district and demanded police action.

The police, however, said they &ldquo;don&rsquo;t have any information about the incident but are looking into the matter&rdquo;.

In a post on X on Wednesday night, Adhikari shared the video of the Palestinian flag being waved at a religious procession in Berhampore.

The perpetrators seem to be emboldened by AIMIM MP Asaduddin Owaisi&rsquo;s &lsquo;Jai Palestine&rsquo; slogan during his Oath on the floor of the Lok Sabha,&rdquo; Adhikari, the leader of opposition in West Bengal, said on the microblogging site.

Officials have launched several initiatives to maintain cleanliness and manage waste effectively during the pilgrimage.
&nbsp;
The Directorate of Rural Sanitation has spearheaded efforts to turn the annual Yatra into an environmentally-friendly event.

Devotees and service providers produced 200 tonnes of waste in the first 20 days of the pilgrimage.
&nbsp;
The waste management strategy involves carefully segregating and processing wet and dry waste. Key measures include using eco-friendly alternatives to reduce the usage of plastic bags, a major waste source.&nbsp;
&nbsp;
Additionally, the administration has set up water ATMs at Yatra basecamps and along the route to the holy cave to reduce PET bottle usage. Programmes are also being conducted to educate pilgrims about waste management practices.
&nbsp;
Meanwhile, more than 7,000 sanitation workers are working in three shifts to keep the basecamps, roads, routes, and resting places clean.
&nbsp;
&nbsp;Furthermore, the administration has installed and maintained over 2,245 toilet units along the Pahalgam axis and 1,660 toilet units along the Baltal route to improve sanitation.
&nbsp;
The administration has processed 162.40 tonnes of the 200 tonnes of waste generated so far. Of the total waste, the wet waste collection is 85.15 tonnes, with 85.02 tonnes processed.&nbsp;
&nbsp;
The dry waste collection stands at 80.31 tonnes, with 77.38 tonnes processed. Only 3 tonnes of dry waste and 9.30 tonnes of inert waste are yet to be processed.

These moments, caught by the camera&rsquo;s unblinking eye, reveal a surprising pattern: Silver medalists often appear less happy than those winning bronze.
&nbsp;
In a 2021 study, which we conducted with our research assistant, Raelyn Rouner, we investigated whether there&rsquo;s any truth to this phenomenon.
&nbsp;
Detecting disappointment
&nbsp;
When the athletes of the world convene in Paris this summer for the games of the 33rd Olympiad, many will march in the opening ceremonies dreaming of gold.
&nbsp;
But what happens when they fall just short?
&nbsp;
We studied photos of 413 Olympic athletes taken during medal ceremonies between 2000 and 2016. The photos came from the Olympic World Library and Getty Images and included athletes from 67 countries. We also incorporated Sports Illustrated&rsquo;s Olympic finish predictions, because we wanted to see whether athletes&rsquo; facial expressions would be affected if they had exceeded expectations or underperformed.
&nbsp;
To analyze the photos, we used a form of artificial intelligence that detects facial expressions. By using AI to quantify the activation of facial muscles, we eliminated the need for research assistants to manually code the expressions, reducing the possibility of personal bias. The algorithm identified the shapes and positions of the athletes&rsquo; mouths, eyes, eyebrows, nose and other parts of the face that indicate a smile.
&nbsp;
Even though second-place finishers had just performed objectively better than third-place finishers, the AI found that bronze medalists, on average, appeared happier than silver medalists.
&nbsp;
Close, but no cigar
&nbsp;
So why does this happen?
&nbsp;
The answer has to do with what psychologists call &ldquo;counterfactual thinking,&rdquo; which refers to when people envision what didn&rsquo;t occur but could have happened.
&nbsp;
With this thought process in mind, there are two main explanations for this medal stand phenomenon.
&nbsp;
First, silver medalists and bronze medalists form different points of comparison &ndash; what are called category-based counterfactuals.
&nbsp;
Silver medalists form an upward comparison, imagining a different outcome &ndash; &ldquo;I almost won gold.&rdquo; Bronze medalists, on the other hand, form a downward comparison: &ldquo;At least I won a medal&rdquo; or &ldquo;It could have been worse.&rdquo;
&nbsp;
The direction of this comparison shows how happiness can be relative. For silver medalists, almost winning gold is a cause for disappointment, while simply being on the medal stand can gratify a bronze medalist.
&nbsp;
We also point to a second reason for this phenomenon: Medalists form something called expectation-based counterfactuals.
&nbsp;
Some silver medalists are disappointed because they expected to do better. Maroney&rsquo;s famous grimace is an example of this. Sports Illustrated predicted she would win the gold medal by a wide margin. In other words, for Maroney, anything other than gold was a big disappointment.
&nbsp;
We found evidence consistent with both category-based and expectation-based counterfactual accounts of Olympic medalists&rsquo; expressions. Unsurprisingly, our analysis also found that gold medalists are far more likely to smile than the other two medalists, and people who finished better than expected were also more likely to smile, regardless of their medal.
&nbsp;
Prior studies haven&rsquo;t been able to thoroughly test this phenomenon. But by using artificial intelligence, we were able to test these two theories on a large and diverse set of image data for the first time.
&nbsp;
Smiles aren&rsquo;t windows into the soul
&nbsp;
It&rsquo;s important to note that these findings do not speak to how the athletes actually felt about winning bronze or silver.
&nbsp;
Smiles can be faked for the cameras. Other times, people smile when they feel awkward or uncomfortable.
&nbsp;
So we can&rsquo;t say with full certainty that there&rsquo;s a direct connection between facial expressions and feelings. Nonetheless, these outward expressions of emotion retain communicative power and offer some insight into what athletes may be feeling.
&nbsp;
Our findings have implications beyond the Olympics. Whether you&rsquo;re competing in a spelling bee, interviewing for a job or running for political office, taking second place may come as a disappointment.
&nbsp;
If you reframe perceptions of success, you can actually become more satisfied with your performance, particularly if you take pride in a job well done, free of comparisons or expectations.
&nbsp;
There&rsquo;s always a silver lining to second place.
&nbsp;

Why silver stings more than bronze at Olympics

The 2024 Paris Olympics is drawing the eyes of the world as thousands of athletes and support personnel and hundreds of thousands of visitors from around the globe converge in France. It&rsquo;s not just the eyes of the world that will be watching. Artificial intelligence systems will be watching, too.
&nbsp;
Government and private companies will be using advanced AI tools and other surveillance tech to conduct pervasive and persistent surveillance before, during and after the Games. The Olympic world stage and international crowds pose increased security risks so significant that in recent years authorities and critics have described the Olympics as the &ldquo;world&rsquo;s largest security operations outside of war.&rdquo;
&nbsp;
The French government, hand in hand with the private tech sector, has harnessed that legitimate need for increased security as grounds to deploy technologically advanced surveillance and data gathering tools. Its surveillance plans to meet those risks, including controversial use of experimental AI video surveillance, are so extensive that the country had to change its laws to make the planned surveillance legal.
&nbsp;
The plan goes beyond new AI video surveillance systems. According to news reports, the prime minister&rsquo;s office has negotiated a provisional decree that is classified to permit the government to significantly ramp up traditional, surreptitious surveillance and information gathering tools for the duration of the Games. These include wiretapping; collecting geolocation, communications and computer data; and capturing greater amounts of visual and audio data.
&nbsp;
I am a law professor and attorney, and I research, teach and write about privacy, artificial intelligence and surveillance. I also provide legal and policy guidance on these subjects to legislators and others. Increased security risks can and do require increased surveillance. This year, France has faced concerns about its Olympic security capabilities and credible threats around public sporting events.
&nbsp;
Preventive measures should be proportional to the risks, however. Globally, critics claim that France is using the Olympics as a surveillance power grab and that the government will use this &ldquo;exceptional&rdquo; surveillance justification to normalize society-wide state surveillance.
&nbsp;
At the same time, there are legitimate concerns about adequate and effective surveillance for security. In the US, for example, the nation is asking how the Secret Service&rsquo;s security surveillance failed to prevent an assassination attempt on former President Donald Trump on July 13, 2024.
&nbsp;
AI-powered mass surveillance
&nbsp;
Enabled by newly expanded surveillance laws, French authorities have been working with AI companies Videtics, Orange Business, ChapsVision and Wintics to deploy sweeping AI video surveillance. They have used AI surveillance during major concerts, sporting events and in metro and train stations during heavy use periods, including around a Taylor Swift concert and the Cannes Film Festival. French officials said these AI surveillance experiments went well and the &ldquo;lights are green&rdquo; for future uses.
&nbsp;
The AI software in use is generally designed to flag certain events like changes in crowd size and movement, abandoned objects, the presence or use of weapons, a body on the ground, smoke or flames, and certain traffic violations. The goal is for the the surveillance systems to immediately, in real time, detect events like a crowd surging toward a gate or a person leaving a backpack on a crowded street corner and alert security personnel. Flagging these events seems like a logical and sensible use of technology.
&nbsp;
But the real privacy and legal questions flow from how these systems function and are being used. How much and what types of data have to be collected and analysed to flag these events? What are the systems&rsquo; training data, error rates and evidence of bias or inaccuracy? What is done with the data after it is collected, and who has access to it? There&rsquo;s little in the way of transparency to answer these questions. Despite safeguards aimed at preventing the use of biometric data that can identify people, it&rsquo;s possible the training data captures this information and the systems could be adjusted to use it.
&nbsp;
By giving these private companies access to thousands of video cameras already located throughout France, harnessing and coordinating the surveillance capabilities of rail companies and transport operators, and allowing the use of drones with cameras, France is legally permitting and supporting these companies to test and train AI software on its citizens and visitors.
&nbsp;
Legalised mass surveillance
&nbsp;
Both the need for and the practice of government surveillance at the Olympics is nothing new. Security and privacy concerns at the 2022 Winter Olympics in Beijing were so high that the FBI urged &ldquo;all athletes&rdquo; to leave personal cellphones at home and only use a burner phone while in China because of the extreme level of government surveillance.
&nbsp;
France, however, is a member state of the European Union. The EU&rsquo;s General Data Protection Regulation is one of the strongest data privacy laws in the world, and the EU&rsquo;s AI Act is leading efforts to regulate harmful uses of AI technologies. As a member of the EU, France must follow EU law.
&nbsp;
Preparing for the Olympics, France in 2023 enacted Law No. 2023-380, a package of laws to provide a legal framework for the 2024 Olympics. It includes the controversial Article 7, a provision that allows French law enforcement and its tech contractors to experiment with intelligent video surveillance before, during and after the 2024 Olympics, and Article 10, which specifically permits the use of AI software to review video and camera feeds. These laws make France the first EU country to legalise such a wide-reaching AI-powered surveillance system.
&nbsp;
Scholars, civil society groups and civil liberty advocates have pointed out that these articles are contrary to the General Data Protection Regulation and the EU&rsquo;s efforts to regulate AI. They argue that Article 7 specifically violates the General Data Protection Regulation&rsquo;s provisions protecting biometric data.
&nbsp;
French officials and tech company representatives have said that the AI software can accomplish its goals of identifying and flagging those specific types of events without identifying people or running afoul of the General Data Protection Regulation&rsquo;s restrictions around processing of biometric data.
&nbsp;
But European civil rights organisations have pointed out that if the purpose and function of the algorithms and AI-driven cameras are to detect specific suspicious events in public spaces, these systems will necessarily &ldquo;capture and analyse physiological features and behaviours&rdquo; of people in these spaces. These include body positions, gait, movements, gestures and appearance. The critics argue that this is biometric data being captured and processed, and thus France&rsquo;s law violates the General Data Protection Regulation.
&nbsp;
AI-powered security &ndash; at a cost
&nbsp;
For the French government and the AI companies so far, the AI surveillance has been a mutually beneficial success. The algorithmic watchers are being used more and give governments and their tech collaborators much more data than humans alone could provide.
&nbsp;
But these AI-enabled surveillance systems are poorly regulated and subject to little in the way of independent testing. Once the data is collected, the potential for further data analysis and privacy invasions is enormous.

The Pune unit of the Anti-Corruption Bureau has received a complaint application seeking an open inquiry against Dilip Khedkar, a retired government official and father of controversial IAS probationer Puja Khedkar, in connection with alleged disproportionate assets, a senior official said.

The Pune ACB unit has sought directions from the ACB headquarters, as there is already an ongoing inquiry regarding disproportionate assets to known sources of income by the Nashik division of the ACB against Dilip Khedkar.

&ldquo;An open inquiry against Dilip Khedkar is currently underway at the Ahmednagar unit by Nashik ACB. We have now received another complaint seeking an open inquiry. Two soldiers sustained injuries during a clash with militants in a forest village in the Doda district of Jammu and Kashmir early Thursday, according to officials.
&nbsp;
The encounter occurred in the Jaddan Bata village in the Kastigarh area at around 2:00 am when militants opened fire on a temporary security camp set up in a government school during ongoing search operations, officials reported.
&nbsp;
Security forces responded, and the exchange of fire between the two sides lasted for over an hour.
&nbsp;
Officials stated that two soldiers suffered minor injuries in the militant attack, and efforts are underway to eliminate the militants.
&nbsp;
Following the killing of four army personnel, including a captain, in a skirmish on the night of Monday and Tuesday, a large-scale search operation was launched in the Desa and nearby forest areas.
&nbsp;
On Thursday, the operation entered its fourth day, and a brief exchange of fire occurred at two locations in the Desa forests on Tuesday and Wednesday nights.

Doda district, which was declared free of terrorism in 2005, has seen a series of attacks since June 12, when six security personnel were wounded in a terrorist assault in Chattergala Pass. The following day, a confrontation in Gandoh resulted in one injured policeman.

Two soldiers injured in gunfight with militants in Doda

Two personnel of the Special Task Force (STF) were killed and four others injured after Naxalites detonated an improvised explosive device (IED) in Chhattisgarh's Bijapur district.
&nbsp;
The incident occurred on Wednesday night in the Tarrem area when a joint team of security personnel was returning after an anti-Naxalite operation in forests on the tri-junction of Bijapur-Sukma-Dantewada districts, a police official said.
&nbsp;
He said personnel belonging to the STF, District Reserve Guard&mdash;both units of state police&mdash;Central Reserve Police Force (CRPF) and its elite unit CoBRA were involved in the operation launched on Tuesday based on inputs about the presence of Naxalites belonging to its Darbha and West Bastar divisions and military company no. 2.
&nbsp;
"Two STF constables -- Bharat Sahu, resident of Raipur, and Satyer Singh Kange, of Narayanpur district -- were killed in the blast triggered by Naxalites while four other personnel sustained injuries," he said.
&nbsp;
He added that reinforcement was rushed to the area after the incident, and the injured personnel were evacuated for treatment.

The ban on wearing the hijab in various sports in France has led to a difficult situation in which the host country of the Olympic Games is not meeting its obligations under international human rights treaties and the values outlined in the IOC&rsquo;s human rights framework.

France has prohibited female athletes from wearing the hijab while participating in the upcoming Olympics and Paralympics in Paris, prompting criticism from human rights organisations who view it as a form of "racist gender discrimination".

Existing bans on wearing the hijab are already enforced in multiple domestic sports codes in France.
&nbsp;
Amnesty International has labelled the hijab ban as a violation of international human rights law, pointing out that it exposes France's discriminatory policies and highlights the inadequacy of the International Olympic Committee's response to the issue.
&nbsp;
Amnesty International has expressed its disapproval through a 32-page report detailing the consequences of prohibiting the hijab for Muslim women and girls in French sports.&nbsp;

Research revealed that out of 38 European countries, only France has implemented a ban on religious headwear in sports. French national team athletes are considered public servants and are required to adhere to principles of secularism and neutrality.&nbsp;

Amnesty International argues that this does not justify imposing restrictions on freedom of expression and religion.&nbsp;
&nbsp;
Following the announcement of France's plan to enforce a hijab ban for its athletes at the Olympics, the United Nations also condemned the decision. A spokesperson stated, &ldquo;No one should impose on a woman what she needs to wear or not wear.&rdquo;

A bill directing private firms in the state to reserve jobs for Kannadigas has been put on hold after the Karnataka government had cleared it.

Further deliberations on the same will be needed.

The bill was directed at requiring firms in India&rsquo;s IT capital to prioritise local hires for 70 per cent of non-management roles and 50 per cent of management-level jobs.
&nbsp;
&ldquo;The bill intended to implement reservation for Kannadigas in private sector institutions, industries and enterprises is still in the preparation stage. A final decision will be taken after comprehensive discussion in the next cabinet meeting,&rdquo; Chief Minister Siddaramaiah has posted on X.

The quota announcement was first made by the Chief Minister Tuesday evening.
&nbsp;
The Chief Minister said his &ldquo;pro-Kannada government&rdquo; would ensure all &ldquo;Kannadigas (get) an opportunity to lead a comfortable life in the motherland&hellip; and avoid being deprived of jobs in the land of Kannada&rdquo;. However, his X post said the bill mandated 100 per cent reservation at certain levels.

Fury and outrage followed Siddaramaiah&rsquo;s post, with business leaders like Biocon&rsquo;s Kiran Mazumdar-Shaw and the opposition, led by the Bharatiya Janata Party, targeting the Congress government.

There was, though, a measure of support from a surprising quarter.

Union Minister Ramdas Athawale, the MoS for Social Justice and Empowerment, told the media he backed all measures that would benefit the backward classes which includes OBC, SC, or ST communities.

Meanwhile, the Karnataka Chief Minister&rsquo;s post was deleted this afternoon after clarification from Labour Minister Santosh Lad.

&ldquo;At management level, it has been decided to provide reservation of 50 per cent. At the non-management level, it has been decided to provide work to 70 per cent&hellip;&rdquo;

He also said that if companies were unable to hire suitable skilled candidates from this restricted pool, they could then look at hiring people from outside the state.
&nbsp;
&ldquo;If such skills are not available (in Kannadigas) then the jobs can be outsourced. The government is trying to bring in a law to give preference to locals&hellip; if skilled labour is available here&hellip;,&rdquo; he said.

However, he insisted there is no dearth of talent in the state.

The quota saw a mixed reception when introduced.

Some businesspersons called it &ldquo;discriminatory&rdquo; while others, like Ms Mazumdar-Shaw, acknowledged the need to ensure jobs for locals but added caveats.

India reiterated its appeal for an immediate and full ceasefire in the Gaza Strip at the United Nations and demanded the unconditional release of the hostages.

During the Open Debate on the Middle East at the United Nations Security Council, R Ravindra, India's Deputy Representative to the UN, emphasised that India's developmental aid to Palestine has taken various forms over the years and amounts to nearly USD 120 million.
&nbsp;
"India was among the countries which strongly and unequivocally condemned the terror attacks on Israel on October 7, 2023. We have also condemned the loss of civilian lives in the ongoing Israel-Hamas conflict. We have called for restraint, de-escalation and emphasised peaceful resolution of the conflict through dialogue and diplomacy," he said.
&nbsp;
He urged adherence to international law and international humanitarian law under all circumstances.
&nbsp;
"We reiterate the call for an immediate, full and complete ceasefire, safe, timely and sustained humanitarian assistance and unrestricted access to relief and essential humanitarian services in the Gaza Strip. In addition, we also call for immediate and unconditional release of all hostages," Ambassador R Ravindra said.
&nbsp;
He also expressed gratitude for the involvement of nations such as Qatar and Egypt, who have maintained ongoing communication with the leadership of Israel and Palestine.
&nbsp;
"We have consistently reiterated our position in all the relevant multilateral fora," he added.
&nbsp;
India stands for peace and stability in the region. "It has been our longstanding position that we support a two-state solution that entails the establishment of a sovereign, viable and independent state of Palestine within recognised and mutually agreed borders, living side by side with Israel in peace. With due regard to the security needs of Israel, India was represented at the senior level at the International High-Level Conference on Urgent humanitarian response to Gaza held in Jordan last month," the Ambassador said.

He also underlined that India's developmental assistance to Palestine, in various forms over the years, amounts to close to USD 120 million.

"Our developmental assistance to Palestine in various forms over the years amounts close to USD 120 million, including USD 35 million as a contribution to UNRWA. India has been providing an annual contribution of USD 5 million since 2018 to UNRWA. We have already announced the disbursement of USD 2.5 million. The first transfer of our annual contribution to UNRWA was made early this week on July 15, 2024," he added.

In his concluding comments, he mentioned that India is prepared to further its involvement with the area, firmly believing in achieving the goal of long-term peace and stability in West Asia.

India calls for Gaza ceasefire, hostage release at UN

The Jharkhand police have initiated a probe following the circulation of videos allegedly depicting young individuals waving Palestinian flags during a Muharram procession in Dumka district on social media on Wednesday, according to an official statement.

The footage shows the youths waving the flags from a vehicle and chanting slogans during the Muharram procession at Dudhani Chowk.
&nbsp;
"These videos are being circulated on social media platforms. We are investigating these videos. We will take action if they are genuine," Sub Divisional Police Officer of Dumka, Vijay Kumar Mahto, told PTI.
&nbsp;
BJP state president Babulal Marandi shared one such video on X and demanded strict action against such people with a "Talibani mentality".
&nbsp;
Marandi attacked Hemant Soren government, alleging that such instances were the result of the "Muslim appeasement" policy of his administration.
&nbsp;
"Waving the Palestinian flag during the Muharram procession in Dumka is an act of treason and also a despicable attempt to spread fear among the general public of the area. Bangladeshi infiltrators have been settled under the protection of the state government.
&nbsp;
"The aim is to put an end to the tribal indigenous identity of Santhal Parganas and secure the vote bank," he said.
&nbsp;
BJP MP from Godda, Nishikant Dubey, also demanded an investigation and strict action against such people.
&nbsp;
"The intruders have become so emboldened that the Palestinian flag was waved in the Muharram procession in Dumka, which is the 'karmabhoomi' of Hemant Soren Ji," Dubey said in a post on X.

Demanding a probe into the incident by the Ministry of Home Affairs and NIA, he wrote: "The traitorous Taliban supporters should be hanged." The Vishwa Hindu Parishad warned to call for a Dumka bandh if the administration failed to take action against the persons who waived Palestinian flags.

An Indian warship rescued eight Indians and a Sri Lankan national during a rescue operation to locate the crew members of a Comoros-flagged oil tanker that overturned off the coast of Oman, as per the Indian Navy's announcement on Wednesday night.

On July 15, the vessel capsized approximately 25 nautical miles southeast of Ras Madrakah in Oman. The Indian Navy, in collaboration with Omani authorities, is currently conducting search and rescue operations.

The MT Falcon Prestige, the capsized tanker, had a 16-member crew consisting of 13 Indians and three Sri Lankans, according to Oman's Maritime Security Centre (MSC).

The MSC stated in a post on 'X' that one crew member was discovered deceased. Nevertheless, the nationality of the deceased individual is presently unknown.

"Search and rescue operations have successfully found 10 crew members of the oil tanker Prestige Falcon, nine found alive," it said, adding one crew member was found dead.
&nbsp;
The INS Teg, a warship on a mission for the Indian Navy, provided search and rescue support for the overturned oil tanker and saved eight Indians and one Sri Lankan individual.
&nbsp;
Additionally, the Indian Navy's P-8I long-range maritime reconnaissance aircraft is participating in the search efforts.
&nbsp;
"The merchant vessel is reported to have had a total of 16 crew, including 13 Indians and three Sri Lankans," the Navy said in a brief statement.
&nbsp;
"The search and rescue by Indian and Omani assets is being undertaken in challenging weather conditions as the area is experiencing rough sea and strong winds," it said.

Earlier, Indian government sources said MT Falcon Prestige transmitted a distress call around 2200 hours on July 14 off the coast of Oman.

"Our embassy in Oman is in constant touch with the Omani authorities. A search and rescue operation for the seafarers, coordinated by the Oman Maritime Security Centre, is on," one of the sources said.

The oil tanker was reportedly heading towards the Yemeni port of Aden when it capsized near Oman's Duqm. The cause of the tanker's capsizing is currently unknown.

In a statement on 'X', the Indian embassy in Muscat stated that it is working together with Omani authorities and the Indian Navy to carry out the search and rescue mission for the MT Prestige Falcon.

UP BJP Chief may resign post meeting with PM

Former Haryana Chief Minister and Leader of Opposition Bhupinder Singh Hooda has accused the BJP of cheating Scheduled Castes and Other Backward Classes (SC-OBC) by taking their votes and then depriving them of education, jobs, and reservation.&nbsp;

He criticised the saffron party for reducing the creamy layer limit, which led to lakhs of OBC families being deprived of reservation, and thousands of youth being denied government jobs and admission to government educational institutions.

Security forces recovered a huge cache of arms and ammunition after a fierce encounter with Maoists in the jungles of Saranda in West Singhbhum District of Jharkhand on Wednesday.

The encounter took place on Wednesday between Naxalites of the banned Naxalite organisation CPI (Maoist) and security forces in the forest-hilly area near Dolaigarha village under Jharsuguda and Chotanagra police stations of the district.

During the encounter, seeing the security forces gaining the upper hand, the Maoists took advantage of the forest and mountains and fled. During the search operation, weapons, ammunition and other items of daily use were recovered from the spot.

A significant area of concern was the drop in petroleum exports, which fell by 18.3 percent year-on-year and 18.5 percent month-on-month in June. This decline signals a tough environment for oil exporters, contrasting with the overall resilience seen in other sectors.

Interestingly, while oil exports decreased, imports surged as domestic demand increased. Local refineries, running above their capacity, required more crude oil to meet consumption needs. In June, oil imports rose by 19.6 percent compared to the previous month, indicating a robust demand for energy resources.

Apart from oil, other import categories showed promising growth. Items such as fruits, vegetables, non-ferrous metals, project goods, textiles, and wood products recorded increases, showcasing a diverse range of goods that continue to flow into the country.

The rebel Akali leaders appear to be losing the plot against the party president Sukhbir Singh Badal. By getting him summoned from Akal Takht, the rebels have already provided him a way out.

The rebels unwittingly, rather quietly naively have provided an escape route to the beleaguered Akali chief. He wouldn&rsquo;t have asked for more. He has already sought an apology from Akali Takht on a few occasions earlier. He, as a devout Sikh and heading a panthic party, will always welcome to present himself
before the highest temporal authority of the Sikhs.&nbsp;
&nbsp;
Moreover, he has already announced that as a &ldquo;devout Sikh&rdquo;, he will gladly present himself before the Akal Takht. That was quite expected, as no devout Sikh would ignore the Akal Takht directives and orders.
&nbsp;
Sukhbir Badal has appeared before the Akal Takht to atone for various &ldquo;mistakes&rdquo;, at least on three occasions earlier. First time, Sukhbir, along with his late father and former Punjab Chief Minister Parkash Singh Badal appeared before the Akal Takht, on December 8, 2018, to seek atonement for various &ldquo;mistakes&rdquo; committed &ldquo;inadvertently&rdquo; in the past.
&nbsp;
After that, Sukhbir sought forgiveness before the Akal Takhat, on May 4, 2023, after the &lsquo;antim ardas&rsquo; of his father, for &ldquo;mistakes committed inadvertently&rdquo;.
&nbsp;
Later, Sukhbir again presented himself before the Akal Takht on December 14, 2023, the 103rd Foundation Day of the party to seek forgiveness over the incidents of sacrilege, which took place during the Akali-BJP regime.&nbsp;
&nbsp;
Now once again, Sukhbir will be presenting himself before the Akal Takht. While on earlier occasions he had presented himself on his own, this time he has been summoned by the Akal Takht following &ldquo;the complaint&rdquo; from the party rebels.&nbsp;

The role of the Akal Takht Jathedar Giani Raghbir Singh will be under scanner. The Akal Takht Jathedar is appointed by the Shiromani Gurdwara Parbandhak Committee (SGPC), which is controlled by the Shiromani Akali Dal, whose president is Sukhbir Singh Badal himself. Even the SGPC president is the appointee of Sukhbir only.&nbsp;
&nbsp;
This is a classic case of &ldquo;conflict of interest&rdquo;. While the Akal Takht remains the supreme temporal authority of the Sikhs, its Jathedar is appointed by the SGPC, which in turn is an elected body with members elected directly by the Sikh community. Right now, the Shiromani Akali Dal, led by Sukhbir Singh Badal enjoys a comfortable majority in the SGPC.
&nbsp;
The Akal Takht Jathedar will not only need to do justice, he should also &ldquo;be seen&rdquo; to be doing justice. The Akali-controlled SGPC being his appointing authority does not mean he may not act independently and make independent decisions, which in all probability he will. The issue will be whether it will be accepted by the Sikh community or not.
&nbsp;
Whatever the reasons for the rebellion by the rebels, it is a fact that there is widespread disenchantment among the traditional Akali supporters with the existing Akali leadership.
&nbsp;
The fact that two independents Amritpal and Sarabjit Singh got elected from Khaddor Sahib and Faridkot parliamentary constituencies respectively is testimony that the Akali vote bank is very much there. It has only moved away from a &ldquo;particularly political party&rdquo;.
&nbsp;
The rebels claim to be representing the community sentiment while accusing Sukhbir of &ldquo;not representing the sentiments of the Panth&rdquo;, for which he has been summoned by the Akal Takht Jathedar to explain his position.&nbsp;
&nbsp;
The rebels&rsquo; intent is obvious to see Sukhbir&rsquo;s exit as the party president which, they feel, is the popular &ldquo;panthic sentiment&rdquo;. They believe that the traditional Akali supporters are drifting towards radical sections among the Akalis some going to the Aam Aadmi Party and some even having voted for the Congress.&nbsp;
&nbsp;
The appearance of Sukhbir Badal before the Akal Takht will not be able to resolve the leadership issue. Sukhbir has a firm grip and hold on the Akali cadres.
&nbsp;
Most of the rebel leaders do not have much of a base of their own. That provides an additional adv
antage to Sukhbir in the battle of wits for leadership.&nbsp;
Sukhbir Badal, in all likelihood, will survive the crisis. But the bigger question is whether he will be able to redeem to the party&rsquo;s position in the immediate future. In the last General Elections, the party has seen its &ldquo;worst ever&rdquo; performance. It will have to rise from the ashes once again and that is important for both, the &lsquo;panth&rsquo;, as well as Punjab.&nbsp;
Interestingly the firebrand Akali leader and Sukhbir&rsquo;s brother-in-law Bikram Singh Majithia has maintained a studied silence in the entire crisis. Although he remains with Sukhbir, he has avoided publicly criticizing the rebels, saying that they have all worked together in the recent past. Maybe he can offer some middle path towards rapprochement eventually.&nbsp;

Major investment planned for Naxal hit Gadchiroli district

The total number of positive dengue cases in Karnataka has surpassed the 10,000-mark, with nearly 400 active hospitalisations. The number of dengue deaths remains at eight.

At least 4,572 blood samples were tested for dengue across the state which brought the total testing samples figures to around 80,000.&nbsp;
&nbsp;
In seven months, the highest number of cases have been recorded within BBMP limits in Bengaluru followed by Chikkamagaluru, Mysuru, Haveri, Dharwad and Chitradurga.

According to the health department&rsquo;s data, statewide dengue positive cases during the same period last year stood at around 3,000.&nbsp;

Health minister Dinesh Gundu Rao noted that the numbers were &ldquo;concerning&rdquo; but there is no reason for panic.&nbsp;

Dengue cases surpass 10K mark in Karnataka

India is reputed worldwide as 'pharmacy of the world,' but to match it the country has to become the global leader in drugs regulation.

A world class regulatory framework in tune with the scale of operations and international expectations is thus required, Union Health Minister JP Nadda said on Wednesday.
&nbsp;
He was reviewing the regulation of drugs, cosmetics and medical devices in New Delhi.
&nbsp;
Highlighting the global position of India as the leading producer and exporter of drugs, he stressed on the need for the Central Drugs Standard Control Organisation (CDSCO) to draw a roadmap with timelines of achieving global standards in its mandated activities.
&nbsp;
He stated that the upscaling needs to be systems-based, focusing on the highest standards of uniformity, technical upgrade and futuristic approach.
&nbsp;
For export of drugs and pharmaceuticals, the system should be designed for proper intervention to maintain the quality of drugs being exported, he emphasised.
&nbsp;
Nadda also underscored the importance of transparency in the working of CDSCO.
&nbsp;
"In order to achieve global standards, our focus needs to be on transparency of procedures at CDSCO and within the drugs and medical devices industry," he said.
&nbsp;
"Both the drugs regulatory body and the industry should work on highest principles of transparency to ensure that the products manufactured and sold by India meet the highest indices of global quality standards," he said.

The health minister stated that it is important for CDSCO to be in continuous dialogue with the drugs' and medical devices' industry to understand their issues and support them to fulfill the quality expectations and standards of CDSCO.

"Our focus should be on developing mechanisms that ensure easy of doing business for the drugs industry within the regulatory requirements. For this, CDSCO needs to be a user-friendly organization with state-of-the-art facilities matching global standards," he said.

On the topic of Micro, Small and Medium Enterprises (MSME) sector in drugs manufacturing and the issues faced by the small scale industries to meet quality standards, Nadda said, "Let us understand the issues faced by MSME sector and support them to strengthen their capacity and quality of products on the one hand, and encourage them to meet the regulatory requirements on the other."

Nadda was briefed about the mandated activities of CDSCO, its achievements, future plans and various issues and challenges faced by CDSCO.

He was also updated on the progress of the scheme for strengthening state drug regulatory system with a budget of Rs 850 crore which was launched in 2016 during his earlier tenure.

Nadda was briefed on the roles and responsibilities of the central and state drugs regulatory bodies, and some of the challenges faced in alignment between them.

Noting that the states are integral part of our regulatory value chain, he underscored the importance of working in tandem with the states so as to enhance their skills and capacities, and also encourage them to align with quality standards of the central government.

During the inquiry, the professor is barred from teaching and must report his attendance to the chief proctor&rsquo;s office.

The allegations include the use of "uncouth and uncivilised language" and making sexual advances during lectures.

The suspension order, dated July 16, highlights the gravity of the situation, citing the specific complaints of sexual harassment and disrespectful conduct from the professor, who is part of the Centre for Jawaharlal Nehru Studies.

MLC election defeat spurs action against INC MLAs

Dozens of Village Defence Guards (VDGs), armed with .303 rifles, are helping security forces in the Desa forest of Jammu and Kashmir's Doda district in their search for the terrorists who killed four soldiers on Monday night.

The VDGs have vowed not to let the terrorists escape the area, but say their slower bolt-action weapons must be replaced by more sophisticated automatic rifles to counter the heavily armed ultras.
&nbsp;
"We have not slept for 14 hours," said Sudarshan Singh, a member of a VDG group patrolling the Gai and the Banda areas to hunt down the terrorists linked to the banned Pakistan-based Jaish-e-Mohammad (JeM).
&nbsp;
"They escaped (from the scene of the gunfight in Desa forest on Monday night) but for how long will they keep running, they will die as we are not going to allow them to escape," he told reporters.
&nbsp;
The groups, earlier known as Village Defence Committees (VDCs), comprising 10-15 members, were formed in the Jammu region in 1995 to offer self-defence capabilities to villagers in view of terror threats.
&nbsp;
Officials said between 10:45 pm Tuesday and 2 am Wednesday, security forces and terrorists engaged in gunfights at Kalaan Bhata and near Panchan Bhata, respectively, in the Desa forest area.
&nbsp;
VDGs also opened fire on observing suspicious movement, while two explosive shells were recovered from the Gandoh area, they said.
&nbsp;
Sudarshan Singh said they were getting inputs about the movement of terrorists for the past few days but could not ascertain their location. On Monday night, terrorists opened fire on a search party, killing the four soldiers, including a captain, the third major terror incident in the Jammu region of the Union Territory in three weeks.
&nbsp;
"The terrorists are on the run and we will not allow them to leave this area alive," Sanjay Singh, another VDG member, said and added that VDGs will continue to fight terrorists with or without automatic weapons.
&nbsp;
Sudarshan Singh said the .303 rifle is no match for an automatic weapon.
&nbsp;
"We know the topography of the area and need automatic weapons to counter terrorists who are equipped with the most sophisticated weapons like the US-made M4 carbine," he said.
&nbsp;
"The government should frame a proper policy for us (VDGs). We want ex-servicemen, whether from the army, police or the paramilitary forces, to head our groups," Sudarshan Singh said.
&nbsp;
In 2022, the policy for VDCs, which were headed by Special Police Officers (SPOs), was revamped by the Union home ministry and VDGs were introduced.
&nbsp;
In the VDC scheme only SPOs were paid but after 2022, all members of VDGs are being compensated financially by the government.
&nbsp;
On the Doda attack, Ramesh Gopia, a local resident, said the presence of terrorists in the area after a gap of more than 17 years has caused a fear among the local populace.
&nbsp;
"There was firing in the night as well but we feel secured because we have VDGs. In case of an attack, they can take on terrorists till the army and police come," he said, supporting the VDGs demand for better weapons.
&nbsp;
Gopia said the VDGs were neglected with the normalisation of the militancy situation in the Jammu region but now the groups are being revived and "we are sure that the terrorists will not be allowed to gain a foothold in the forest areas".

VDGs came in focus following a series of attacks by terrorists in Rajouri, Poonch, Reasi, Udhampur, Kathua and Doda districts in the Jammu region this year that killed 22 people, including 11 security personnel and a VDG member. Five terrorists were also killed in two encounters in Kathua and Doda district last month.

According to the annual report of the home ministry for 2022-23, a total of 4,153 VDGs and 32,355 SPOs were engaged in Jammu and Kashmir in different responsibilities for the protection of civilians and anti-terrorists operations under the direct supervision of district superintendents of police or senior superintendents of police.

Assam Chief Minister and co-election in-charge of Jharkhand, Himanta Biswa Sarma, accused Jharkhand Chief Minister Hemant Soren of disrespecting former CM Champai Soren and committing his political murder.

Speaking at a party programme in Ranchi, Himanta stated, "Champai Soren was running a better government than Hemant Soren. Hemant Soren just wants the chair. Hemant has committed the political murder of Champai Soren."

Himanta questioned the development in Jharkhand under Hemant Soren's leadership. "What development has happened in Jharkhand? How many people got jobs? This government has said that an allowance will be provided if jobs are not given. Hemant Soren had made this promise during the elections," he said.

The Assam CM criticised Hemant Soren for not working for the welfare of the tribal community. "If Hemant Soren is the leader of the tribals, he should at least work for the welfare of the tribal society. Just taking their votes will not do it. Infiltration is happening in Jharkhand. Stop infiltration. Jharkhand is being made into a small Bangladesh," Himanta remarked.

Biswa Sarma alleged that the Jharkhand government is not enforcing laws against infiltration. "Every infiltrator is marrying tribal girls, but the law is not being implemented. After the BJP government comes to power, a system should be created to regulate marriages between tribal girls and infiltrators to prevent exploitation," he asserted.

Highlighting the issue of changing demographics, Himanta noted, "In Assam, the Muslim population has increased to 40 per cent, whereas in 1951 it was 12 per cent. We have lost district after district. This issue is not political; it is a matter of life and death. I will fight for this till my last breath."

Targeting the Jharkhand CM, Biswa Sarma added, "No tribal leader is seen with Hemant. Brokers are seen all around Hemant. Hemant has made Jharkhand a mini Bangladesh. History will not forgive Hemant. He has extracted gold from sand. He is only running a government of lies."

Himanta says Hemant ‘disrespected’ Champai

Tezpur Airport in Assam will cease flight operations for one-and-a-half years starting October for extensive maintenance, according to an announcement made by a senior official on Wednesday.

According to a statement by the Airport Authority, the extensive maintenance and improvement projects aim to enhance the airport&rsquo;s infrastructure and service quality, ensuring better facilities for passengers once operations resume.
&nbsp;
G Shiva Kumar, the Director of Tezpur Airport, confirmed that passenger flights would be suspended from October 1, 2024, to March 31, 2026.
&nbsp;
"This is due to the resurfacing works of the runway along with other projects to improve the facilities at the terminal," he stated.
&nbsp;
The airport, situated adjacent to the Tezpur Base of the Indian Air Force, accommodates both commercial and fighter aircraft. 
 The Tezpur Air Force Base had previously informed the Tezpur Salonibari Passenger Airport Authority about the impending maintenance work, necessitating the temporary halt in passenger services. 
Kumar mentioned that during this period, the authority is contemplating helicopter services from Tezpur to Guwahati, although this plan is yet to be finalised. 
Currently, a 90-seater SpiceJet flight operates daily from Tezpur to Kolkata. Additionally, two airlines provide daily flights to Kolkata via Guwahati, Pasighat, and Tezpur. 
Located on the north bank of the Brahmaputra River, 12 km from Tezpur town, the airport serves as a crucial transit point for the region. Established at Salonibari in 1942, the airport terminal has the capacity to accommodate 400 passengers at a time.

Tezpur Airport suspends flights for 18-month revamp

In a significant development concerning the Excise Policy case, the Delhi High Court has reserved its order on Chief Minister Arvind Kejriwal&rsquo;s plea against his arrest by the Central Bureau of Investigation (CBI). The court has also put a hold on the decision regarding his request for interim bail. This decision came after a thorough hearing led by Justice Neena Bansal Krishna, who has decided to take more time before making a ruling.

During the proceedings, the court has scheduled July 29, 2024, for further discussions on Kejriwal's regular bail application. The CBI&rsquo;s legal representative, DP Singh, argued that the petition submitted by Kejriwal contradicts the ongoing investigation's nature, claiming that it is not the right time to reassess the evidence as the inquiry is still active.

According to Singh, the investigation includes all necessary proceedings to gather evidence, emphasising that the CBI had substantial grounds for the arrest.

The CBI maintained that it is within its rights to interrogate and arrest individuals when there is a reasonable suspicion of a cognizable offence. Singh explained that Kejriwal&rsquo;s evasive responses during his interrogation on June 25 prompted the CBI to consider custodial interrogation essential for uncovering the truth. The CBI also pointed out that current laws do not prohibit arrest in situations where there is reasonable suspicion.

On the other hand, Senior Advocate Dr. Abhishek Manu Singhvi, representing Kejriwal, countered these claims vigorously. He described the arrest as an &ldquo;insurance arrest,&rdquo; asserting that there are existing release orders in Kejriwal&rsquo;s favour.

Singhvi argued that the recent bail granted by the apex court further supports his client&rsquo;s case. He highlighted that Kejriwal was initially summoned as a witness and was not named in the FIR filed in August 2022, raising questions about the legitimacy of the arrest.

Kejriwal challenges CBI arrest as Delhi HC reviews case

In an unusual incident, the Kamrup Express, traveling from Dibrugarh in Assam to Howrah in West Bengal, lost its engine a few kilometers after departing from Dibrugarh Railway Station on Tuesday night.

Officials from the North East Frontier Railway confirmed that the train's engine became uncoupled at around 8:30 PM, just after starting its journey.
&nbsp;
The Chief Public Relation Officer (CPRO), Sabyasachi De, stated, "The situation was effectively managed by the loco pilots and technicians. It was a technology default, and the issue was controlled without any problems. The train resumed its journey and reached its destination on Wednesday morning."
&nbsp;
The situation returned to normal within an hour, with the engine reattached by 9:30 PM. There were no injuries or significant delays reported.
&nbsp;
A similar incident occurred recently on July 6, when coaches of the Panchvati Express decoupled near Kasara station while en route to Mumbai.
&nbsp;
The CPRO reported that the coaches detached at 8:40 AM but were successfully recoupled by 9:02 AM. After confirming passenger safety, the train resumed its journey by 9:15 AM.

"The train was detained for nearly 35 minutes, and there was no damage or injury to anyone," railway officers stated. "Trains are now running smoothly on the affected line."

Addressing these concerns, Sarma said, "The changing demography is a critical issue for me. In Assam, the Muslim population has surged to 40 per cent today, up from 12 per cent in 1951. We have lost control of many districts. This isn't just a political matter for me; it's a matter of life and death."

Sarma pointed to the problem of illegal immigration, citing that infiltrators first enter Assam and West Bengal before moving on to other states like Jharkhand, Bihar, and Chhattisgarh.&nbsp;

He referenced a recent directive from the Jharkhand High Court, which ordered the state government to identify and deport illegal immigrants.

He stressed that it is the responsibility of state governments, not the Central government, to address this issue.

The &lsquo;Cooperation Among Cooperatives&rsquo; initiative has a clear purpose. It seeks to unite the thousands of cooperative societies in Gujarat by centralising their bank accounts and deposits.

This consolidation led to the creation of over 4.7 lakh new savings accounts in cooperative banks, dramatically boosting the total deposits by Rs. 966 crore.

Additionally, approximately 3.32 lakh RuPay debit cards were issued to cooperative societies and their members, enhancing their access to banking services. To further support these societies, commission rates were established to encourage income generation, allowing them to maximise the benefits of micro-ATMs.

Recognizing the challenges that members face in accessing financial services, the initiative also provided extensive training for over 1,631 employees associated with cooperative societies. This training covered essential skills for digital transactions, including operating micro-ATMs, cash withdrawals, and deposits.

According to Cachar SP Numal Mahatta, the encounter unfolded after receiving intelligence about militant movement in the Krishnapur road area.

A police team swiftly responded, intercepting three suspects in an autorickshaw near Ganganagar, who were en route to Bhuban Hills.

Preliminary investigations revealed the detainees were associated with a Hmar extremist group, possessing sophisticated weaponry. The arrested individuals included two from Cachar and one from Manipur's Churachandpur district.

"Interrogation disclosed plans of other militants hiding in nearby Bhuban Hills, intending to conduct subversive activities along the Assam-Manipur border with a substantial arsenal," Mahatta disclosed.

A subsequent special operation, led by the district's additional SP and commandos, targeted the militants' suspected location. "Upon arrival, the militants initiated indiscriminate firing. Police retaliated, resulting in an intense exchange of gunfire," Mahatta detailed.

The arrested militants, equipped with bulletproof jackets and helmets, sustained severe injuries and were rushed to Sonai Primary Health Centre, then transferred to Silchar Medical College and Hospital, where they were pronounced dead.

Mahatta noted that three police personnel were also injured during the gunfight and were undergoing treatment at SMCH. "Several militants managed to escape under cover of darkness and rugged terrain," he added.

Police conducted a thorough search of the area, recovering additional firearms and ammunition abandoned by fleeing militants.

"My situation is really bad sometimes. My mom always told me to just keep going forward because we can't stop the present, past and the future.

14 people in Muharram procession hurt after electrocution

Police in Maharashtra&rsquo;s Nandurbar city have registered a case against a 50-year-old man for allegedly thrashing a dog and dragging her by a rope resulting in her death, an official said on Wednesday.

Gurav allegedly tied a rope to the neck of the canine animal and dragged her on the road, he said.
&nbsp;
Priti Jaiswal, who works for People for the Ethical Treatment of Animals (PETA), and her friend took the injured dog to a state-run hospital in Nandurbar but it succumbed to her injuries within two hours, the official said.
&nbsp;
After Jaiswal narrated the incident to other members of PETA, one Sinchana Subramanyam (30) filed a police complaint.

A case was then registered against Gurav for mischief by killing or maiming an animal under section 325 of the Bharatiya Nyaya Sanhita and the Prevention of Cruelty to Animals Act, the official said.

Haryana Chief Minister Nayab Singh Saini, on Wednesday, announced a 10% reservation for Agniveers in various state government services, such as - police, forest guard, and jail warden,&nbsp;along with quotas in other posts.

"We have made this provision," Saini said.
&nbsp;
The state government will also extend assistance of interest-free loans of up to Rs 5 lakh to those Agniveers who wish to set up their own business.&nbsp;
Additionally, the government will offer age relaxation benefits to Agniveers. For Group C and D posts, the age relaxation will be three years. However, for the first batch of Agniveers, the age relaxation will be five years.
&nbsp;
In direct recruitment for Group C civil posts, there will be a five per cent horizontal reservation for Agniveers, the chief minister said.
"If any industrial unit employs an Agniveer at a salary of more than Rs 30,000 per month, then our government will give that unit an annual subsidy of Rs 60,000," Saini said.&nbsp;
&nbsp;
CM further said that the Agniveers will receive arms licenses on a priority basis, in addition to the previously announced 10% reservation in state government services and age relaxation benefits.

The Agnipath scheme, introduced by the central government in June 2022, attracted huge criticism from various quarters, including opposition parties. Congress leader Rahul Gandhi had promised to scrap the scheme if the opposition INDIA bloc came to power.

However, the Haryana government has shown its support for the scheme, with former Chief Minister Manohar Lal Khattar promising guaranteed employment to Agniveers after their four-year stint in the armed forces. The Agnipath scheme recruits youths between 17.5 and 21 years for four years, with the option to retain 25% of them for an additional 15 years.

The Himachal Pradesh High Court has submitted a report in a sealed cover to the Supreme Court regarding a plea filed by two district judges, Chirag Bhanu Singh and Arvind Malhotra. The judges alleged that their merit and seniority were overlooked for judgeship in the high court by its collegium.

The high court's registrar general stated that the chief justice had sought guidance from the Supreme Court on the suitability of Singh and Malhotra for elevation as HC judges. However, the high court did not receive a response from the Supreme Court collegium even after six months.

The Supreme Court has ordered the report to be furnished to the counsel assisting the petitioners and listed the matter for hearing on July 23. The petitioners alleged that junior judicial officers were recommended for HC judgeship under the in-service quota, despite their seniority and merit.

The plea questioned the selection process of the high court collegium and alleged that the apex court collegium's decision to send their names for reconsideration was ignored. The high court collegium proceeded to deliberate on other names, disregarding the petitioners' merit and seniority.

In 2023, Iran's imports of Indian tea plummeted to around 5.16 million kilograms, a dramatic drop from 54 million kilograms in 2019.
