Is Pakistan planning Operation Gibraltar-II in Kashmir?

While some reports suggested that 600 Special Service Group (SSG) members of the Pakistan Army have infiltrated into the union territory, others state that most of them are still waiting in Pakistan-occupied Kashmir, while only some have infiltrated to this side.
