The National Democratic Alliance (NDA) has released its manifesto less than a week before Phase 1 voting in the Bihar assembly elections 2025, featuring extensive commitments to create one crore government jobs in a state renowned for widespread migration. 
Particular emphasis has been placed on women empowerment initiatives, with an ambitious goal to transform one crore women into 'lakhpati didis', alongside a significant infrastructure development plan that encompasses the building of four international airports and seven expressways in Bihar. The NDA has additionally pledged to construct 50 lakh new pucca houses and deliver free ration, 125 units of free electricity, free treatment up to Rs 5 lakh, and social security pension under the PM Awas Yojana.
 
 
The NDA's 'Sankalp Patra' was unveiled by BJP chief JP Nadda and Chief Minister Nitish Kumar in Patna this morning, attended by senior leaders from the alliance. The alliance includes the BJP, JDU, Chirag Paswan's LJP, and other parties.
 
 
Youth and Employment
The most prominent declaration centered on job creation in a state experiencing substantial annual worker migration. Should the NDA secure re-election, it has committed to performing a skill census aimed at delivering skill-based employment to every youth in Bihar.
"We will establish Bihar as a global skilling centre with mega skill centres in every district," the manifesto stated. Furthermore, multiple 'Centres of Excellence' for sports are slated to be developed in Bihar Sports City and other divisions, as outlined in the manifesto.
 
 
Women Empowerment
Under the Chief Minister's Women's Employment Scheme, women will receive financial assistance of up to Rs 2 lakh. The NDA has also committed to creating one crore 'Lakhpati Didis', thereby enabling women to achieve an annual income of one lakh. The alliance further aims to elevate women entrepreneurs to crorepati status via 'Mission Crorepati.'
Infrastructure
The administration intends to construct seven expressways and upgrade 3,600 km of rail tracks, in addition to setting up international airports in Patna, Darbhanga, Purnia, and Bhagalpur, along with metro networks in four cities. Air connectivity is planned to extend to 10 additional cities.
Promises also include the establishment of factories and 10 new industrial parks in every district. The NDA has committed to developing at least 100 MSME parks and over 50,000 cottage enterprises upon returning to power.
Additional pledges encompass the creation of a defence corridor and a semiconductor manufacturing park featuring global capability centres, as well as a world-class medicity and a medical college in every district. The NDA has further vowed to position Bihar as the textile and silk hub of South Asia.
Farmers
The manifesto includes substantial commitments for farmers. In addition to guaranteeing MSP (minimum support price) for all crops, the Kisan Samman Nidhi will be increased from Rs 6,000 to Rs 1,000, and assistance to fishermen will rise from Rs 4,500 to Rs 9,000. Moreover, the government will secure a Rs 1 lakh crore investment in the state's agri-infrastructure.

Education
The NDA intends to develop an Education City and establish campuses of the world's top universities. It has pledged free and quality education from 'KG to PG' for students from poor families, complemented by nutritious breakfast in addition to midday meals in schools.
Social Justice
Residential schools will be established in every subdivision for Scheduled Caste (SC) category students. An Rs 2,000 monthly assistance will be provided to SC students in higher education. Support of up to Rs 10 lakh will be offered to individuals from the Extreme Backward Classes (EBC) category.
The NDA has also committed to transforming the birthplace of Mother Janaki, or Sita, into a world-class spiritual city named 'Sitapuram'. The development of Vishnupad and Mahabodhi Corridors, along with Ramayana, Jain, Buddhist, and Ganga Circuits, are included among the NDA's election promises.
