Karnataka scraps E-Bike Taxi Scheme, citing safety concerns and violations

The Electric Bike Taxi Scheme was initiated in July 2021 by the State Government, then led by the BJP, with the aim of enhancing first and last-mile connectivity.


The Karnataka government has announced a ban on electric bike taxi services in the state, citing concerns over safety for women and violations of the Motor Vehicles Act.

The decision to disallow the operation of electric bike taxi services follows discussions with the Federation of Karnataka State Private Transport Association, representing various auto rickshaw, cab, and bus operators. The association met with Chief Minister Siddaramaiah and Transport Minister Ramalinga Reddy to address the adverse impact of e-bike taxis on the livelihoods of numerous auto drivers.

 

Transport Minister Reddy conducted extensive meetings with federation members regarding the "illegal operation" of e-bike taxis and the absence of regulations and safety standards. Scrapping the e-bike taxi scheme and declaring the operations of two-wheeler taxis by Rapido illegal have been longstanding demands of auto drivers.

 

Clashes between owners and drivers of auto rickshaws and "maxi cabs" with bike riders have been noted, resulting in registered cases. Additionally, challenges in tax collection for the transport department were highlighted.

 

In response to these concerns and to ensure the safety of women passengers on two-wheeler bike taxis, the government has revoked the scheme, according to an official notification.

 

Tanveer Pasha, President of the Ola Uber Drivers and Owners Association, expressed support for the decision. Pasha highlighted previous opposition to the permission granted by the BJP government in 2021 and efforts to convey the adverse impact on the livelihoods of auto and taxi drivers to the government.

 

Earlier, on December 16, 2022, the Karnataka transport department issued a license to Wicked Ride, the parent company of Bounce, to operate e-bike taxi services in the state. The state government also set fare rates at Rs 25 for 5 km and Rs 50 for 10 km. The e-bike taxi service was permitted under the Karnataka Electric Bike Taxi Scheme, 2021, aimed at enhancing first and last-mile connectivity, promoting environment-friendly transport solutions, and easing urban mobility.

 

However, despite being issued a license, Bounce's e-bike taxi services did not commence operations. Ola remained the sole player in the market.
