The youngest Indian-origin Mayor in the United Kingdom, Tushar Kumar.


A 23-year-old councillor in eastern England has made history by becoming the youngest Indian-origin Mayor in the United Kingdom. Tushar Kumar officially assumed office as the Mayor of Elstree and Borehamwood during a ceremonial event held last week.


Kumar, who studied Political Science at King’s College London, joined the Elstree and Borehamwood Town Council in 2023 as a Labour councillor and had earlier served as Deputy Mayor. His appointment marks a significant milestone not only for the local community but also for young leaders of Indian origin in British public life.


Describing the moment as a proud and humbling achievement, Kumar said it was “an incredible honour” to take office and become, at the age of 23, the youngest ever Indian-origin Mayor in UK history. He expressed gratitude for the trust placed in him and thanked residents, councillors, community groups, friends and family members who had supported him throughout his journey in public service.


Speaking after the Mayor Making Ceremony held at Fairway Hall, Kumar acknowledged the encouragement he had received from people across the community. He also paid tribute to outgoing mayor Dan Ozarow for his guidance and support during his own tenure as Deputy Mayor. At the same time, he welcomed Councillor Linda Smith as the new Deputy Mayor and said he looked forward to working closely with her in serving the local community over the coming year.

Kumar said his priority as Mayor would be to remain actively involved with residents, support charities and local organisations, and encourage more young people to participate in public service and civic life. Calling the opportunity ‘the privilege of a lifetime’, he said he was committed to serving the town he deeply cared about.


One of the youngest councillors to be elected while still pursuing higher studies in London, Kumar believes that meaningful political and social change begins at the grassroots level. He said the local council had given him a platform to represent people’s concerns, listen to residents and work towards practical solutions that directly impact everyday lives.


Kumar also credited King’s College London and its Civic Leadership Academy for helping him develop confidence, leadership abilities and public speaking skills. During his time at the university, he further gained valuable experience through the University Officers’ Training Corps, which he said contributed to shaping his outlook towards service and leadership.

 

Reflecting on his journey, Kumar said his experiences at King’s had strongly influenced his values and commitment to public service. He added that he hoped his story would motivate more students and young people to view leadership and community engagement as meaningful paths worth pursuing.


Apart from local politics, Kumar has also worked in policy, education and research roles. His professional experience includes serving as a Policy Advisor at the Department for Work and Pensions (DWP) and as a Research Analyst for a national LGBTQ+ charity. He has also been actively involved in literacy and youth empowerment initiatives through the Bookmark Reading Charity.


Kumar said he was passionate about volunteering, organising inclusive community programmes and ensuring wider access to public services. As part of his mayoral term, he has selected WD6 Food Support—a volunteer-driven organisation that assists vulnerable residents in the community—as his chosen charity.
The office of a local council Mayor in the UK carries significant ceremonial and civic importance. The Mayor acts as a representative figure for the area, attends official functions and community events, and serves as a link between the council and local organisations. Through these engagements, the Mayor helps voice community concerns while also promoting the council’s initiatives and public service activities.
