Saudi Arabia extends USD 3 billion loan to Pakistan

Saudi Arabia has quietly extended the repayment period of its USD 3 billion financial support to Pakistan, providing crucial relief to Islamabad as the country continues efforts to meet the stringent requirements attached to its International Monetary Fund (IMF) bailout programme, according to a media report published on Friday.


The rollover of the loan comes at a time when Pakistan is facing persistent economic pressures, including the need to maintain adequate foreign exchange reserves, manage external debt obligations, and implement structural reforms demanded by international lenders. The extension is expected to provide temporary stability to Pakistan’s financial position and reduce immediate pressure on its foreign currency reserves.


In 2024, the IMF approved a USD 7 billion loan package for Pakistan under an extended programme aimed at stabilising the country’s economy. The financial assistance was linked to a series of strict conditions, including improving fiscal discipline, strengthening public finances, increasing revenue collection, reducing economic vulnerabilities, and ensuring that the country maintains sufficient foreign exchange reserves to meet its international payment obligations.


The IMF programme required Pakistan to secure additional support from friendly countries and international partners to bridge its external financing gap. Saudi Arabia’s continued financial assistance has been viewed as an important component of Islamabad’s efforts to maintain economic stability and satisfy the IMF’s requirements.


The Kingdom had earlier provided Pakistan with a USD 3 billion deposit in April this year for a period of three months. The funds were reportedly arranged to help Pakistan manage its external payment obligations, including repayment demands from the United Arab Emirates (UAE). The UAE had sought repayment amid heightened regional tensions following the conflict involving Iran, creating additional financial pressure on Pakistan.

The Saudi financial support has helped Pakistan avoid a sudden decline in its foreign exchange reserves at a critical time. The rollover means that Islamabad will not immediately have to repay the amount, allowing the government additional time to strengthen its economic position and continue negotiations with international financial institutions.


Pakistan and Saudi Arabia have maintained close economic and diplomatic relations for decades, with Riyadh frequently providing financial assistance to Islamabad during periods of economic difficulty. Saudi support has included oil facilities, deposits with Pakistan’s central bank, investment commitments, and other forms of economic cooperation.


Economic analysts believe that the extension of the loan reflects Saudi Arabia’s continued confidence in Pakistan’s economic recovery efforts and its willingness to support a key regional partner. However, they have also cautioned that such temporary financial assistance does not replace the need for long-term economic reforms, including boosting exports, attracting investment, improving energy sector efficiency, and controlling fiscal deficits.


The rollover provides Pakistan with short-term breathing space as it works to comply with IMF conditions and improve macroeconomic stability. The government is expected to continue pursuing external financing support while focusing on reforms aimed at reducing reliance on emergency loans and strengthening the country’s economic foundations.
