CBSE Chairman Rahul Singh and Secretary Himanshu Gupta were on Tuesday transferred from the national school education board in the wake of alleged irregularities linked to the digital evaluation system used in the Class 12 examination process.


The move comes amid growing controversy surrounding the Central Board of Secondary Education (CBSE) after several Class 12 students alleged discrepancies in the scanned copies of their answer sheets uploaded on the board’s portal. According to the complaints, some students claimed that the handwriting visible on the digital copies did not match their own, raising serious concerns about possible errors or mismatches within the On-Screen Marking (OSM) system used for evaluation.


Officials confirmed that both the CBSE Chairman and Secretary have been relieved of their responsibilities at the board and transferred by the government, marking a significant administrative action in response to the ongoing concerns.


The controversy has drawn widespread attention from students, parents and education stakeholders, many of whom have raised questions over the reliability and transparency of the newly implemented digital evaluation framework.


The On-Screen Marking system, introduced to streamline and digitise the assessment process, has come under increasing scrutiny following complaints of technical glitches, inconsistencies in uploaded answer sheets and operational delays during result-related processes.

In addition to concerns over answer sheet discrepancies, the CBSE has also faced criticism over issues such as payment failures during online services, delays in verification procedures and prolonged timelines for re-evaluation requests, all of which have contributed to dissatisfaction among students and schools.


These recurring technical and administrative challenges have led to growing demands for greater transparency, improved system accountability, and stronger safeguards in the digital examination and evaluation infrastructure.


Officials said the government’s decision to transfer top CBSE functionaries reflects the seriousness with which the matter is being viewed, as authorities seek to address concerns and restore confidence in one of the country’s largest and most critical school examination systems.


Centre forms one-member panel to probe OSM procurement 


The Centre has constituted a one-member committee to examine issues related to the procurement of services for the On-Screen Marking (OSM) system used by the Central Board of Secondary Education (CBSE).


According to a memorandum issued by the Cabinet Secretariat on Tuesday, the committee will be headed by S Radha Chauhan, Chairperson of the Capacity Building Commission. The panel has been tasked with reviewing matters connected to the procurement process and related operational aspects of the digital evaluation system.


Chauhan has been authorised to seek assistance from officials of other departments as and when required for the inquiry. The Capacity Building Commission will also provide secretarial support to the committee to facilitate its work.


The panel has been directed to submit its report to the Department of Personnel and Training (DoPT) within one month of its formation. The memorandum addressed to Chauhan has also been circulated to the Department of School Education and Literacy as well as the Department of Personnel and Training for information and coordination purposes.
