On Friday, the Chief Electoral Officer (CEO) of Delhi rejected Aam Aadmi Party (AAP) leader Arvind Kejriwal's claims that the Election Commission (EC) had not provided booth-wise voting data in the assembly constituencies. The CEO clarified that the Conduct of Election Rules, 1961 were fully followed at every polling station.
In response to Kejriwal’s allegations, the Delhi CEO’s office released a statement saying, "As per Rule 49S of the Conduct of Election Rules, 1961, all Presiding Officers provided the account of votes in Form 17C to every Polling Agent present at the polling station on February 5."
Earlier, Kejriwal accused the EC of refusing to upload Form 17C, which shows the total number of votes polled at each booth in the assembly elections. He said, "The EC has refused to upload Form 17C and the booth-wise vote numbers despite several requests. AAP has uploaded all Form 17C on our website."
Details of Rule 49S
According to Rule 49S (1) of the Conduct of Election Rules, 1961, "The presiding officer must prepare an account of votes recorded in Form 17C at the close of the poll and seal it in a separate cover marked ‘Account of votes recorded’."
Part (2) of Rule 49S specifies that the presiding officer must give a copy of Form 17C to every polling agent and obtain a receipt confirming it. The presiding officer must also sign it as a true copy.
