With ten days still remaining before the deadline for submission of filled Enumeration Forms (EFs) in Bihar’s ongoing Special Intensive Revision (SIR) of electoral rolls, the Election Commission of India (ECI) has announced that 86.32 per cent of EFs have already been collected.
Out of the total 7,89,69,844 registered electors in Bihar, EFs from 6,81,67,861 voters have been collected, according to a press release issued by the ECI. When accounting for deceased individuals, those who have permanently shifted, and voters registered in more than one location, the ECI noted that the EF collection process has effectively reached 90.84 per cent of the state’s nearly 7.9 crore electorate. Only 9.16 per cent of voters are yet to submit their forms before the final deadline of July 25.
To ensure that no eligible elector is left out of the draft electoral roll, which will be published on August 1, the third and final round of household visits by around 1 lakh Booth Level Officers (BLOs) is set to begin. These officers will revisit homes where voters were temporarily unavailable during the earlier rounds of visits. In parallel, special voter awareness and submission camps have been established in all 5,683 wards across the 261 Urban Local Bodies (ULBs) in Bihar. Newspaper advertisements and public outreach efforts are being used to encourage remaining electors to complete and submit their EFs on time.

Additionally, BLOs are actively guiding voters on how to fill out and submit their forms digitally. As per paragraph 3(d) of the SIR guidelines, voters are being encouraged to use their mobile phones to complete and submit their forms online via the ECINet App or by visiting https://voters.eci.gov.in. The ECINet platform also allows voters to search for their names in the 2003 electoral rolls, wherever applicable, and directly connect with local election officials, including BLOs. As of 6:00 pm today, more than 6.20 crore EFs have already been uploaded to the ECINet system.

In a further boost to transparency and convenience, the ECI has launched a new online module that allows electors to check the status of their EF submissions. This feature is expected to go live tonight on https://voters.eci.gov.in. BLOs are also receiving support from around 1.5 lakh Booth Level Agents (BLAs) appointed by various political parties. Each BLA is authorised to certify and submit up to 50 EFs per day. As part of the comprehensive effort to ensure maximum inclusion, special attention is being given to urban voters. Additional camps are being organised in all wards of the 261 ULBs across Bihar to ensure that no eligible voter is left out of the electoral roll.
