Hemant Soren govt plans new women empowerment scheme.

The Jharkhand government is preparing to launch a new initiative, the ‘Maiyan Balwaan Yojana’, with the objective of strengthening women’s economic independence and promoting entrepreneurship.

The scheme will build on the success of the ‘Mukhyamantri Maiya Samman Yojana’, under which women between the ages of 18 and 49 receive monthly assistance of Rs 2,500.

According to official sources, the scheme is expected to be rolled out on 15 November, coinciding with the state’s 25th Foundation Day. The blueprint is currently being finalised and will be presented before the Cabinet for approval.

Under the new scheme, beneficiaries of the Maiya Samman Yojana will be linked with self-help groups (SHGs) and provided with additional financial support through the Jharkhand Opportunities for Harnessing Rural Growth (JOHAR) Scheme.

The aim is to encourage women to utilise their monthly assistance not merely as relief but as seed money for starting small businesses and ventures.

Officials said the government wants the financial aid provided under the Maiya Samman Yojana to be used productively in establishing self-employment opportunities. Funds from the JOHAR scheme will be made available for this purpose.

Chief Minister Hemant Soren has repeatedly stressed that women should channel government support towards the upliftment of their families and communities.

He has also assured that if additional funds are required for entrepreneurship, the government will extend further help.

At present, the state government disburses nearly Rs 1,250 crore every month under the Maiya Samman Yojana, which has emerged as a flagship welfare programme and a cornerstone of Jharkhand’s social security net.

In the 2025-26 state budget, Finance Minister Radha Krishna Kishore allocated Rs 13,363 crore to the scheme out of the total outlay of Rs 1,45,400 crore.

The World Bank recently praised the initiative for its contribution to women’s empowerment, economic growth and poverty reduction in the state.

With the launch of the Maiyan Balwaan Yojana, the Hemant Soren government seeks to take the next step transforming monthly financial aid into a platform for sustainable livelihoods and long-term self-reliance.
