Police in Haryana’s Rohtak district registered a First Information Report (FIR) against senior IAS officer Amneet P Kumar—the wife of deceased IPS officer Y Puran Kumar—her brother and Punjab legislator Amit Rattan, and two others, for the abetment of the suicide of Assistant Sub-Inspector (ASI) Sandeep Lathar.
The 41-year-old ASI was found dead with a gunshot wound at his village on Tuesday evening, along with a purported final note accusing the late IPS officer of corruption, according to police officers.
The development occurred on the same day that Haryana Chief Minister Nayab Singh Saini met with Lathar’s family members and assured them of “appropriate action.”
A senior police officer from Rohtak, speaking on condition of anonymity, stated, “An FIR has been registered against senior IAS officer Amneet P Kumar, her brother and Amit Rattan as well as exemptee ASI Sushil Kumar and another policeman Sunil, posted at IG office in Rohtak, on charges of abetment to suicide and criminal conspiracy under relevant sections of BNS.”
Earlier, Chief Minister Saini’s Officer on Special Duty (OSD) Virender Singh Badhkhalsa informed Lathar’s family during the meeting about the FIR being registered against the four persons under Sections 108 (abetment to suicide) and 61 (criminal conspiracy) of the Bharatiya Nyaya Sanhita (BNS). He urged them to provide consent for the autopsy.
Sanjay Deswal, Lathar’s cousin, confirmed that the body has been sent to the Post-Graduate Institute of Medical Sciences (PGIMS) in Rohtak, where the post-mortem examination will be conducted on Thursday morning, October 16, 2025. He added that the last rites will be performed at Lathar’s native village, Julana in Jind district, at 12 noon on Thursday.
Deswal further stated that the government has accepted all their demands, including the registration of the FIR, a government job for Sandeep’s wife based on her qualifications, and last rites with full state honours. He noted that administrative officials assured the family of a fair and time-bound probe.

ASI Sandeep Kumar, who was posted in the cyber cell in Rohtak, allegedly shot himself dead at his village on Tuesday evening, leaving behind a ‘final note’ that levelled corruption allegations against the late IPS officer Y Puran Kumar, who had also served in the same district.
The 52-year-old Y Puran Kumar, a 2001-batch IPS officer who had recently been posted as Inspector General at the Police Training Centre in Rohtak’s Sunaria, had shot himself dead at his Chandigarh residence on October 7, 2025.
Meanwhile, the cremation of Puran Kumar took place in Chandigarh on Wednesday following his autopsy at the Post Graduate Institute of Medical Education and Research (PGIMER). His wife, Amneet P Kumar, expressed hope for an impartial probe into the matter so that “justice is served at the earliest.”

The post-mortem examination, which began at 11:45 am and concluded at 1:22 pm, was carried out by a medical board comprising four experts—a convener, two doctors from the department of forensic medicine, and a specialist from histopathology.
Earlier, in a statement, Amneet said that she had given consent for the autopsy after receiving an assurance from Chandigarh Police that a fair probe would be conducted and a commitment from the Haryana government that action would be taken against the “erring officers.”
Later in the day, Puran Kumar’s last rites were conducted at the Sector 25 crematorium in Chandigarh. A guard of honor was presented by a police contingent.
