The Central Government has appointed Senior Advocate Madhav Khurana as Special Public Prosecutor (SPP) to conduct the prosecution in the deadly Delhi car blast case that killed 15 people and injured several others.
Khurana will represent the National Investigation Agency (NIA), the primary investigating agency in the terror attack that occurred on November 10, in the NIA Special Court as well as the Delhi High Court for a period of three years.
“In exercise of the powers conferred by sub-section (1) of section 15 of the National Investigation Agency Act, 2008 (34 of 2008) read with sub-section (8) of section 18 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS), the Central Government hereby appoints Madhav Khurana, Sr. Advocate as Special Public Prosecutor for conducting trial and other matters related to NIA case RC-21/2025/NIA/DLI on behalf of the National Investigation Agency before the NIA Special Court and High Court, Delhi for a period of 3 years from the date publication of this notification or till the completion of trial of the said case, whichever is earlier,” stated the notification issued by the Ministry of Home Affairs on Tuesday.

In the case registered as RC-21/2025/NIA/DLI, the NIA has arrested seven accused persons who allegedly facilitated suicide bomber Umar Un Nabi. The bomber detonated himself inside a moving Hyundai i20 car near the Red Fort in Delhi around 7 p.m. on November 10.
The latest arrest was that of the seventh accused, Soyab of Dhauj, Faridabad (Haryana), on November 25. He was taken into custody for allegedly providing shelter to Umar Un Nabi shortly before the attack. During interrogation, Soyab reportedly admitted that he “not only harboured Umar but also extended logistical support to facilitate the terrorist’s movements ahead of the attack.”
On November 20, the NIA arrested four more individuals: Shaheen Saeed; Dr Muzammil Shakeel Ganai of Pulwama (Jammu & Kashmir); Dr Adeel Ahmed Rather of Anantnag (Jammu & Kashmir); and Mufti Irfan Ahmad Wagay of Shopian (Jammu & Kashmir). They were arrested in Srinagar on production orders issued by the District Sessions Judge, Patiala House Courts.

Recently, Shaheen Saeed was taken to Faridabad for crime scene recreation. A large cache of explosives (approximately 2,900 kg) had been recovered in Faridabad shortly before the blast, and the Hyundai i20 used in the explosion was traced to a local dealer in the same area.
Earlier, the agency had arrested Amir Rashid Ali — in whose name the blast car was registered — and Jasir Bilal Wani alias Danish, who allegedly provided technical assistance to the terrorist responsible for the attack.
Investigations with the arrested accused have strengthened the NIA’s understanding of the operational network behind the bombing. The agency continues to pursue multiple leads and carry out searches across various states in coordination with local police forces to identify additional conspirators.

Officials stated that efforts are ongoing to completely expose and dismantle the terror network that planned and executed the attack. All seven arrested accused have been confronted during the probe.
The NIA, which received the case from the Union Home Ministry soon after the incident, is collaborating closely with state police forces to apprehend every member of the terrorist module responsible for the carnage.
On December 1, the NIA conducted searches at eight locations in Jammu & Kashmir and Uttar Pradesh, recovering various digital devices and other incriminating materials from the premises of several accused and suspects.
Earlier, on November 26 and 27, extensive searches were carried out at the residences of prime accused Dr Muzammil Shakeel Ganai and Dr Shaheen Saeed within the Al Falah University complex and other locations in Faridabad (Haryana). Large quantities of cash, foreign currency, gold, and other incriminating items were seized during these operations and are being examined in detail to uncover the full extent of the conspiracy.

Investigators have established that the accused, Amir Rashid Ali travelled to Delhi specifically to facilitate the purchase of the vehicle that was later converted into a vehicle-borne Improvised Explosive Device (IED).
Forensic examination has confirmed the identity of the deceased driver of the vehicle-borne IED as Umar Un Nabi, a resident of Pulwama district and assistant professor in the General Medicine Department at Al Falah University, Faridabad.
The NIA has also seized another vehicle belonging to Umar Un Nabi, which is currently undergoing forensic examination. So far, the agency has recorded statements of 73 witnesses, including several persons injured in the blast that shook the national capital.
Working in close coordination with Delhi Police, Jammu & Kashmir Police, Haryana Police, Uttar Pradesh Police, and other agencies, the NIA continues its multi-state investigation into the terror attack.
