Why Japan sees Northeast as India's strategic gateway

From connectivity and semiconductors to skills and strategic infrastructure, Japan is steadily expanding its engagement with Northeast India, positioning the region at the centre of its Indo-Pacific vision.

Northeast India has emerged as a key pillar of Japan's strategic engagement with India, with Tokyo viewing the region as a critical gateway linking South Asia and Southeast Asia under its Free and Open Indo-Pacific (FOIP) vision.

 

The renewed focus comes as Japanese Prime Minister Sanae Takaichi begins her visit to India. According to reports, the original itinerary had envisaged a visit to Guwahati before New Delhi, highlighting Japan's growing emphasis on the Northeast in its long-term strategic and economic partnership with India.

 

For Japan, the region occupies a central place in both Prime Minister Narendra Modi's Act East Policy and Tokyo's Indo-Pacific strategy. Besides improving regional connectivity, the partnership aims to strengthen supply chains, expand investments, promote technological cooperation and deepen people-to-people ties.

 

Connectivity, industry and semiconductors

 

India and Japan reinforced this approach during the India-Japan Foreign Ministers' Strategic Dialogue earlier this year, where both sides agreed to accelerate connectivity and economic development projects in Northeast India through the India-Japan Act East Forum.

 

Economic cooperation has expanded beyond infrastructure into advanced manufacturing. Japanese semiconductor equipment maker Tokyo Electron has partnered with Tata Electronics to support India's first semiconductor fabrication facility and the assembly and testing unit being established at Jagiroad in Assam.

A proposed Japanese Industrial Township at Nagarbera in Assam is also expected to attract Japanese investment while integrating Northeast India with manufacturing and supply chains serving both India and Southeast Asia.

 

The Japan International Cooperation Agency (JICA) continues to fund major projects across the region, including roads, healthcare, water supply, forestry and energy. Japanese support also extends to strategic connectivity initiatives such as the Dhubri-Phulbari bridge, aimed at improving regional transport links.

 

Skills, education and cultural ties

 

Human resource development has become another major focus of the partnership. During the past 18 months, the Chief Ministers of Assam, Meghalaya, Nagaland and Arunachal Pradesh visited Japan, resulting in agreements covering skill development, employment, tourism and agriculture.

 

Assam has signed an agreement to train 20,000 young people for employment opportunities in Japan, while Meghalaya plans to facilitate training and jobs for 5,000 youth over the next five years.

 

Academic collaboration is also expanding, with IIT Guwahati strengthening research partnerships and student exchange programmes with Japanese institutions. Japanese language training initiatives are gaining momentum across several Northeastern states.

 

Cultural engagement has also deepened through initiatives such as the Shillong Cherry Blossom Festival, the Imphal Peace Museum and the Kohima Peace Memorial, reflecting growing people-to-people exchanges.

 

With investments spanning infrastructure, advanced technology, education and cultural cooperation, Northeast India is increasingly emerging not merely as a border region but as a strategic economic and connectivity hub at the heart of India's partnership with Japan and the wider Indo-Pacific.
