Winter Session: Lok Sabha to discuss air pollution in Delhi-NCR

Members of Parliament Priyanka Gandhi Vadra, Kanimozhi Karunanidhi, and Bansuri Swaraj are expected to initiate and participate in the discussion, highlighting concerns about the worsening air quality and its severe consequences for public health across the Delhi-NCR area.

The 6th Session of the 18th Lok Sabha is scheduled to convene at 11 a.m. on Thursday. The proceedings will cover a wide array of legislative, policy, and committee-related matters, including a dedicated short-duration discussion on the critical issue of air pollution in the Delhi-National Capital Region (NCR) under Rule 193.


Members of Parliament Priyanka Gandhi Vadra, Kanimozhi Karunanidhi, and Bansuri Swaraj are expected to initiate and participate in the discussion, highlighting concerns about the worsening air quality and its severe consequences for public health across the Delhi-NCR area.


The session will commence with obituary references honouring the demise of former Members of Parliament Darur Pullaiah, Prof. Mahadeorao Shiwankar, Kusuma Krishna Murthy, and Shamanur Shivashankarappa. Thereafter, the House will proceed to Question Hour, where members will pose starred and unstarred questions as listed, and the concerned ministers will furnish responses.

 

 

Several Union Ministers are slated to lay official papers on the table of the House. These include Finance Minister Nirmala Sitharaman and Minister of State Pankaj Chaudhary (Ministry of Finance); Tribal Affairs Minister Jual Oram and Minister of State Durgadas Uikey; Power Minister Shripad Yesso Naik; Minister of State for Micro, Small and Medium Enterprises Sushri Shobha Karandlaje; and representatives from other key ministries such as Petroleum and Natural Gas, Tourism, Road Transport and Highways, Food Processing Industries, Housing and Urban Affairs, Jal Shakti, Steel, and Civil Aviation.

 

The Secretary-General will also lay on the table messages received from the Rajya Sabha concerning the passage of the Repealing and Amending Bill, 2025, and the Sabka Bima Sabki Raksha (Amendment of Insurance Laws) Bill, 2025.


Under committee business, Members Charanjit Singh Channi and Dushyant Singh will present reports of the Standing Committee on Agriculture, Animal Husbandry, and Food Processing Industries. These reports will address topics such as climate-resilient farming practices and the Demands for grants related to fisheries, animal husbandry, dairying, and food processing sectors.

In addition, Shashi Tharoor and Praniti Sushilkumar Shinde will table reports from the Standing Committee on External Affairs, focusing on India-Bangladesh bilateral relations, Demands for Grants of the ministry, and measures for the welfare of the Indian diaspora, including Non-Resident Indians (NRIs) and migrant workers. Ministers will also lay statements detailing the government's actions taken on recommendations from earlier committee reports.


The Standing Committee on Rural Development and Panchayati Raj will present its report examining the implementation and efficacy of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. Furthermore, ministerial statements on the status of implementation of previous committee recommendations will be tabled for the Ministries of Food Processing Industries and Housing and Urban Affairs.

On the legislative front, the House will take up for consideration and passage the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) Bill, 2025. This legislation seeks to establish a statutory guarantee of 125 days of wage employment annually for rural households, promoting empowerment, economic growth, convergence of schemes, and rural development in line with the national vision of Viksit Bharat @2047. Members may also move amendments to the Bill during the discussion.


A motion will further be moved by Aparajita Sarangi and Vishnu Dayal Ram, proposing an extension of the deadline for the submission of reports by the relevant committee on the Constitution (130th Amendment) Bill, 2025; the Jammu and Kashmir Reorganisation (Amendment) Bill, 2025; and the Government of Union Territories (Amendment) Bill, 2025. The proposed extension is until the first day of the last week of the Budget Session in 2026.


The day's proceedings will conclude with matters of urgent public importance raised by members under Rule 377. The Lok Sabha is anticipated to carry forward discussions on important bills and policy issues in the remaining sittings of the session.
