J&K Minister Sakeena Itoo said outsourcing in recruitment predates the NC government and accused the BJP of creating an exploitative system.

Jammu and Kashmir Health and Medical Education Minister Sakeena Itoo said on Sunday that outsourcing in the recruitment process in the Union Territory was not introduced by the National Conference; rather, it was already in place.

She said, “I am not convinced about outsourcing since it provides no quality and creates loopholes for exploitation.” The Minister said she had even raised the issue with Union Education Minister Dharmendra Pradhan and urged him to have a permanent recruitment agency.

In an indirect swipe at BJP, she said qualified youth working on academic arrangements are treated very poorly and forced to reapply every year — all because of a system designed by the central government and not by the ruling National Conference.

She added, “Those who are involved in corruption scandals must not lecture others about how they should run the government. Today, semi-literate people are put in positions of power just to render youth jobless. Thousands of highly educated people are working on bare minimum salaries while illiterate and corrupt people draw lakhs.”

Responding to remarks by the Leader of Opposition in the J&K Assembly, Sunil Sharma, who criticised the current government for failing to adopt proper procedures in the recruitment process, Itoo said, “They (BJP) have no moral right to teach us about the lack of procedure in recruitment across the Union Territory.”

Itoo slammed Sunil Sharma for his anti-youth rhetoric and said, “Let the educated youth earn their livelihood; don’t crush their dreams.”

She accused the former government, in alliance with the BJP, of giving jobs to “worthless and undeserving people".

She cited examples of scandals in bank recruitment and Khadi and Village Industries recruitment, saying domestic workers working in ministers’ houses were also appointed through such irregularities.
