Haryana to go paperless in land records from Nov 1

Haryana will switch to a fully paperless land registration system from November 1, coinciding with the state’s formation day, marking the end of physical documentation in all tehsils, as per an official statement.


Financial Commissioner for Revenue and Disaster Management Sumita Misra held a video conference with all deputy commissioners on Tuesday to assess the progress of the state’s ongoing digital governance reforms.


“The meeting marks a historic shift from a 58-year-old manual system to a modern, digital framework designed to enhance efficiency, transparency, and citizen convenience,” the statement said.


The department will soon introduce a QR code-based feedback system in all tehsil offices, enabling citizens to instantly rate services and flag any issues in real time.


Under the new system, all property deeds will carry only digital signatures, eliminating the risk of tampering, forgery, or loss of documents.


The statement added that stamps bought before November 3 will remain valid for use under the new system until November 15, 2025, and witnesses, if required, can be changed digitally.


Misra told tehsildars, naib tehsildars, and registration staff to activate their user accounts on the Revenue Department portal by Wednesday to ensure a smooth transition to online operations.


She also instructed officials to clear all pending property mutation cases by the end of this week.


The department is reviewing the existing 10-day mutation verification rule and will introduce an auto-mutation system on November 25 to automatically record ownership transfers, reducing delays and disputes.


“In a major reform aimed at eliminating corruption, manual collection of fees has been completely banned. All payments will now be made through the official e-Governance payment gateway, ensuring transparency and full accountability," the statement noted.


“Deed writers have been directed to stop manual drafting immediately, as only deeds generated through the official portal will hold legal validity. These online deeds will be automatically verified against land records and digitally signed by relevant authorities," it further stated.


Misra also reviewed the progress of the Haryana Large Scale Mapping Project, instructing deputy commissioners to personally oversee the completion of the Titama updation. The project aims to create GPS-based digital maps for every plot, resolving boundary disputes and ensuring accurate, legally verified property records.


From now on, all demarcation requests will be accepted only through the online portal, completely ending offline submissions.

 

The fees have been kept affordable – Rs 1,000 (plus Rs 500 per additional acre) in rural areas and Rs 2,000 in urban areas. The demarcation process will use GPS-enabled Rover technology for precision and will be approved by circle revenue officers and kanungos, the statement added.

 

Commending the efforts of district teams, Misra said Haryana’s reforms extend far beyond basic digitisation. “We are building a governance system where every land record is accurate, every citizen is heard, and every official is accountable," she said.

 

With initiatives such as paperless registries, e-payments, auto-mutation, and real-time data monitoring, the state is setting a national benchmark for digital land governance, she added.
