The Kharar Police have registered an FIR against two Kurali-based property dealers for allegedly duping residents of Himachal Pradesh in a land scam worth around ₹15 crore.
The accused have been identified as Hem Raj and Swarnjeet. According to officials, the accused have been booked under Sections 420, 506 and 120-B of the IPC for cheating, criminal intimidation and criminal conspiracy. Police have started an investigation into the matter.
Advocate Nitin Verma, appearing before the Punjab and Haryana High Court, said in 2021 the accused entered into an agreement with landowners in Seharan village near Kharar and cut plots on a large parcel of land. Between 2021 and 2024, more than 100 buyers, mostly from Himachal Pradesh, reportedly purchased these plots.
While some plots were registered in buyers’ names, others were sold through power of attorney agreements to sell. In 2024, when buyers start the construction work, a man identified as Surjit Singh claimed ownership of the land and halted the work.
When buyers contacted the property dealers, they gave no satisfactory response. The victims approached the police in March 2025, but no action was taken at that time too.
Subsequently, the affected buyers moved the Punjab and Haryana High Court, following which the court sought a response from the state authorities. Acting on the court’s directions, police have now registered a case and initiated a detailed investigation.
Police said further action will be taken based on the findings of the probe.
