Centre orders CBI probe into Odisha Police SI recruitment scam

This action follows the consent given by the State Government of Odisha, as documented in Notification No. 37152, dated 31.10.2025, from the General Administration and Public Grievance Department.

Prior to the Central Bureau of Investigation taking charge, the Crime Branch of the Odisha Police had arrested Shankar Prusty, who is alleged to be the mastermind behind the recruitment scam.


The Central Government has issued an official notification instructing the Central Bureau of Investigation (CBI) to take over the probe into the alleged Odisha Police Sub-Inspector (SI) recruitment scam. The Ministry of Personnel, Public Grievances and Pensions, acting on behalf of the Government of India, issued the formal order on Tuesday.

The notification specifies that, in exercising the powers granted by sub-section (1) of section 5, read in conjunction with section 6 of the Delhi Special Police Establishment Act, 1946, the Central Government has extended the powers and jurisdiction of the Delhi Special Police Establishment (DSPE) across the entire State of Odisha. This action follows the consent given by the State Government of Odisha, as documented in Notification No. 37152, dated 31.10.2025, from the General Administration and Public Grievance Department.

The DSPE's jurisdiction is extended for "investigation/supervision and other required action" in relation to FIR No. CID CB PS vide case No. 07/2025, dated 1st October 2025. This case was registered at the CID CB Police Station, Cuttack, under sections 319(2)/318(4)/338/336(3)340(2)/111/61(2)/3(5) BNS-2023, along with Sec 11(1)/12(1) of The Odisha Public Examinations (Prevention of Unfair Means) Act-2024.

Prior to the Central Bureau of Investigation taking charge, the Crime Branch of the Odisha Police had arrested Shankar Prusty, who is alleged to be the mastermind behind the recruitment scam. Prusty was apprehended from Uttarakhand, close to the Indo-Nepal border, and subsequently taken to Bhubaneswar.


The Crime Branch had previously decided to conduct a polygraph (lie detection) test on Prusty after he reportedly failed to cooperate fully with their investigation.
