A formal complaint has been lodged at Itki police station in Ranchi against Bihar Chief Minister Nitish Kumar in connection with an incident involving the hijab of a woman doctor during an official government function.
The complaint was submitted by social activist Mo. Murtaza Alam, who has sought a detailed inquiry and appropriate legal action. According to the complaint, the episode took place during a government programme and therefore cannot be treated as a private or casual interaction.
The complainant has underlined that the incident occurred on a public platform during an official appointment letter distribution ceremony, bringing it squarely under public scrutiny. The complaint further states that any act related to religious symbols or attire, particularly when it involves a woman, raises serious concerns about dignity, personal freedom and bodily autonomy.
It urges the police to carefully examine the circumstances surrounding the incident and initiate action in accordance with the law. The incident occurred on December 15 at a function where Chief Minister Nitish Kumar was handing over appointment letters to newly appointed AYUSH doctors.

When Dr. Nusrat Parveen came forward to receive her appointment letter, the Chief Minister reportedly pointed to her hijab and asked about it. After she responded that it was a hijab, he allegedly asked her to remove it and subsequently pulled it off himself.
The incident was recorded on camera and the footage later went viral on social media, sparking widespread criticism and outrage.
Following the incident, Dr. Nusrat Parveen left Bihar the next day and travelled to Kolkata, where she is currently staying with her family. Family sources said she was deeply shaken by the incident and remains emotionally distressed, casting doubt over her immediate plans to take up the government posting.
