The Congress OBC Advisory Council meeting on Wednesday called upon the Centre to conduct the mooted national caste census, using the Telangana caste survey as a model. Karnataka Chief Minister Siddaramaiah, who presided over the two-day meeting here, stated that a resolution to that effect was adopted.
Referring to the resolutions adopted at the conference as 'Bengaluru declaration', he stated, "The Census should have social, economic and educational, employment, political dimensions of every individual and caste." He adopted the second resolution to shatter the 50 per cent ceiling limit for reservation, thus securing appropriate reservation for the OBC in education, service, political, and other fields.
The third resolution is that there must be a reservation for OBCs in private educational institutions according to Article 15 (4) of the Indian Constitution.
The Advisory Council, in a unanimous decision, thanked 'Nyaya Yoddha' Rahul Gandhi for raising the cause of social justice on behalf of the marginalised sections of society.

"Rahul Ji’s steady resolve forced the Manuvadi Modi government to surrender to the just and constitutional demand for the caste census in India. On behalf of all the backward classes of India, the council conveys its upfront appreciation and credits Rahul Gandhi’s contribution for this historic achievement," he said.
Describing the Centre's move for a caste survey as a milestone, the Chief Minister described it as a small step towards realising social justice as envisioned by the Indian Constitution.
"With the courageous and unflinching leadership of Nyaya Yoddha Rahul Gandhi Ji, India is bound to realise and fulfil the ultimate constitutional goal of empowering people to achieve an egalitarian and equal society in our great nation," Siddaramaiah further said.
