ECI to review code breach charges against Mizoram CM Lalduhoma

The Election Commission will examine complaints accusing Mizoram Chief Minister Lalduhoma and adviser Lorrain Lalpekliana Chinzah of violating the model code during the Dampa bye-election.

Questions over alleged breaches of the model code of conduct during the Dampa assembly by-election have reached the Election Commission of India, which is set to examine complaints levelled against Mizoram Chief Minister Lalduhoma and his adviser, Lorrain Lalpekliana Chinzah.

 

State joint chief electoral officer Ethel Rothangpuii confirmed that the matter has moved beyond the preliminary stage after the opposition Mizo National Front lodged a formal complaint. According to her, “The CEO’s office will study the explanation and send the case to the Election Commission of India on Monday for a final decision.”

 

The MNF, through a complaint filed by advocate Zothansangi Hmar, has alleged that the two leaders violated specific provisions of the Model Code of Conduct during the campaign. The allegations centre on a series of announcements and activities said to have taken place in the run-up to the bye-poll.

 

The complaint asserts that Lalduhoma announced a new water supply scheme worth Rs 770 crore during a public event at West Phaileng village on 21 October. The proposed project involves the construction of a dam at Reiek to supply water to Reiek and 14 surrounding villages.

Chinzah has separately been accused of conducting free medical camps at Parvatui and Phulpui West villages on 17 October, where medicines were distributed without charge. The MNF has argued that these actions contravene Chapter II (j) and Chapter VIII, clauses (3) and (14) of the Model Code of Conduct.

 

Show-cause notices were issued to both leaders shortly after the complaint was made public. The ruling Zoram People’s Movement has already submitted its response to the Chief Electoral Officer’s office, which is presently reviewing the explanation.

 

Rothangpuii said the case has now been forwarded to the district election officer of Mamit for examination of procedural details before the matter is placed formally before the Election Commission. The Commission’s decision will determine whether further action is warranted.
