As per a press note issued by the Gujarat government, the upcoming population census will be carried out in two phases, with the first phase being the House Listing Operation (HLO) followed by the Population Enumeration (PE). The first phase of the population census, which is the House Listing Operation, will take place between April and September 2026, followed by the second phase, the Population Enumeration, in February 2027.
To facilitate this massive administrative exercise, the state government has officially appointed Census Officers in accordance with the Census Act of 1948 and relevant rules from 1990, urging them to carry out their duties with high responsibility to ensure accuracy and meet the set deadlines.
As per a notification issued by the central government in January, Gujarat has laid out the timeline for the HLO in detail. The field work for this drive is scheduled to take place between April 20 and May 19, 2026. It is pertinent to note that this will be followed by a 15-day digital self-enumeration process, which will take place between April 5 and April 19, 2026. The self-enumeration process will enable citizens to enter their data online, which will help to make the process more inclusive before the enumerators actually start conducting the house-to-house surveys. After the digital process, the enumerators will visit the households to gather data on the status of residential units, as well as the assets and facilities available to the households.
The government has assured that all the information collected is strictly confidential under the Census Act of 1948. The information collected from this exhaustive process is very important for future planning and the development trajectory of Gujarat and India.
