Haryana Chief Minister Nayab Singh Saini on Wednesday announced financial assistance for youth from economically weaker sections (EWS) who clear preliminary exams of the UPSC, state public service commissions, and judicial services. The assistance aims to support candidates in meeting further coaching expenses.

Saini stated that under the Mukhyamantri Yuva Pratibha Protsahan Yojana, economically weaker candidates will receive financial aid ranging between Rs 25,000 and Rs 70,000.

He was speaking at a ceremony held here to felicitate youths from Haryana who recently cleared the Union Public Service Commission (UPSC) examinations.
As per an official statement, Saini said the government had promised to launch the Mukhyamantri Yuva Pratibha Protsahan Yojana in its election manifesto.

To fulfil that commitment, financial assistance will now be extended to economically weaker candidates who qualify the preliminary stages of UPSC, Haryana Public Service Commission (HPSC), and judicial service examinations.

He said students from families earning up to Rs 1 lakh annually will receive Rs 70,000. Those with income up to Rs 1.80 lakh will get Rs 60,000, candidates with income between Rs 1.80 lakh and Rs 3 lakh will receive Rs 50,000, and those with income between Rs 3 lakh and Rs 5 lakh will be given Rs 25,000.

The Chief Minister also announced that coaching facilities for UPSC and HPSC examinations will be introduced in all government universities through evening classes. This initiative aims to ensure wider access so that more youth can prepare effectively for competitive examinations.

Congratulating the successful candidates, Saini said clearing such competitive examinations is not easy. Lakhs of aspirants appear every year, but only those with determination, discipline, and consistent effort achieve success.

He specially congratulated Akansh Dhull, who secured the third rank in the UPSC Civil Services Examination, along with 77 candidates from Haryana who successfully cleared the exam.

Saini emphasised that joining the Indian Administrative Service (IAS) is not merely employment but a responsibility and an opportunity to serve society and contribute to nation-building.

He advised the newly selected officers to ensure that every administrative decision reflects the hopes and aspirations of the poorest sections of society and benefits them directly.

Saini stressed that Haryana’s youth are excelling not only in civil services but also in medicine, engineering, management, and technology, demonstrating the state’s growing pool of talent.

He reiterated that the government remains committed to providing proper opportunities, guidance, and direction to young aspirants so they can realise their potential.

Saini added that over the last 11 years, Haryana has developed a transparent and fair recruitment system, which has restored trust among youth. He said over 1.8 lakh government jobs have been provided purely on merit, without favouritism or corruption.

As per the statement, Saini cautioned the newly selected officers about future challenges like administrative pressures, political expectations, and difficult social situations. He said those who overcome these challenges will emerge as true administrators.

He stressed that the Constitution of India should remain the guiding principle for every IAS officer, encouraging equality, justice, liberty, and fraternity, and urged them to serve society above all forms of discrimination.

Saini said under the leadership of Prime Minister Narendra Modi, India is progressing rapidly on the global stage and moving steadily towards becoming a developed nation. He described young civil servants as key drivers of this transformation.

On the occasion, along with Akansh Dhull and Zinnia Aurora (Rank 6), newly selected candidates Nitish, Shagun Mehra, and Shikha also shared their success journeys and experiences with the audience.
