The Haryana government has started preparations for a major change in how government employees are assessed and monitored. The state has decided to introduce a revised ACR (Annual Confidential Report) system along with a Digital Performance Monitoring System to track employee performance online.
As per a press release, Chief Secretary Anurag Rastogi has issued directions to all Administrative Secretaries, Heads of Departments, Boards and Corporations, Universities, and District Administrations in this regard.
As per the instructions, the existing ACR system will be gradually converted into a fully digital process. Department-wise new ACR formats will be prepared in which employees’ work, achievements, and performance will be recorded in a measurable and result-oriented manner to ensure objective evaluation.
The Haryana government has also asked all departments to submit lists of officers and employees where a large number of ACRs are pending. The aim of this exercise is to remove pendency in ACRs and ensure timely and accountable performance reviews.
The instructions clearly state that the manual ACR system will be completely stopped from April 2027. After that, all performance evaluations will be done through a digital platform. The system will be developed by NIC or a designated technical team and will be linked with the HRMS portal for real-time tracking of employee performance.
The release further said that a special “Honour Board” will also be created on the Chief Secretary’s website, where performance-based rankings of employees will be displayed as per set parameters. The system will be implemented at the state, district, and block levels. Rankings of both top-performing and low-performing employees will be shown under this system.
