HC notice to Centre on Abhay Chautala’s security plea

His plea said he had raised the matter in the state Vidhan Sabha during the Budget session on February 27, 2024. He also sent a letter to the Haryana Chief Minister the next day, warning that the assassination needed an independent probe.

The Punjab and Haryana High Court’s Justice Tribhuvan Dahiya on Tuesday sent a notice to the Union of India and others, asking them to respond by December 16 to Abhay Singh Chautala’s request for Z-plus or Z-category central security due to reported threats from international gangsters.

Chautala, a senior INLD leader, has claimed that he is facing threats from international gangsters after the murder of INLD state president and former MLA Nafe Singh Rathi. He has approached the High Court asking for Z-plus or Z-category central security from an agency like the CRPF.

He said he has received repeated and credible threats from both international and national gangsters. He stated that he informed the State several times, but no action was taken on his representations.

He alleged that the State did nothing despite his repeated requests. He said no committee was formed, no assessment was done, and no interim security was given, even though the threat to his life is “grave, imminent and rising.”

Chautala, who has been an MLA several times, served as Leader of Opposition, and is the grandson of former Deputy Prime Minister Chaudhary Devi Lal, said the danger to his life increased after he demanded arrests in Rathi’s murder and sought a CBI probe monitored by the High Court.

His plea said he had raised the matter in the state Vidhan Sabha during the Budget session on February 27, 2024. He also sent a letter to the Haryana Chief Minister the next day, warning that the assassination needed an independent probe.

The writ petition, filed through advocate Sandeep Goyat, mentions Chautala’s political career since 2000, his repeated wins from Ellenabad, and his public campaigns, including on farmers’ protests and the Rathi murder.

It added that his “firm and vocal stand” against organised crime has put him and his family in greater danger.

He argued that his right to life under Article 21 requires the State to offer active protection. He has asked the authorities to provide him round-the-clock central security of the highest level.

He also said despite his “specific, repeated and urgent” requests, the home department did not even consider his plea. This left him with no option but to approach the High Court for relief, he added.
