Opposition leaders intensified their criticism of the Haryana government over the alleged suicide of IPS officer Y Puran Kumar, demanding immediate action based on his “final note” and the police complaint filed by his wife against officers accused of harassing him. Kumar, a 2001-batch Indian Police Service (IPS) officer, allegedly shot himself at his Chandigarh residence on October 7.
Congress leader Rahul Gandhi met the bereaved family at their residence in Chandigarh on Tuesday, where he spent nearly an hour with them. Later, addressing the media, Rahul said the Haryana government had failed to keep its promises to the family and called for urgent action to ensure justice.
Demanding the immediate arrest of the Haryana DGP and other police officers in connection with the suicide case, he asked Prime Minister Narendra Modi and Haryana Chief Minister Nayab Singh Saini to “stop this farce” and act without delay. “The officers named in the complaint must be arrested immediately. The family is under tremendous pressure and deserves justice and respect,” he said.
The Congress leader alleged that IGP Puran Kumar and his wife had been subjected to years of caste-based discrimination. “It is absolutely clear that this Dalit couple has faced discrimination not just for days or weeks, but for years,” he said.
Criticising the handling of the case by the Haryana government, Rahul called upon the Prime Minister and the Haryana government to uphold their word and meet the family’s demands so that they can perform the final rites with dignity.
Seven days after the alleged suicide, there was no progress in resolving the deadlock over Kumar’s family refusing to consent to his autopsy and cremation.

In an eight-page final note left behind, Kumar accused eight senior IPS officers, including Haryana Director-General of Police (DGP) Shatrujeet Kapur and now-transferred Rohtak Superintendent of Police (SP) Narendra Bijarniya, of “blatant caste-based discrimination, targeted mental harassment, public humiliation and atrocities.”

Kumar’s wife, senior IAS officer Amneet P Kumar, demanded that Kapur and Bijarniya be named in the First Information Report (FIR) for allegedly abetting her husband’s suicide. The family, also seeking the arrest of the accused officers, has withheld consent for a post-mortem and cremation until their demands are met.
The Haryana government and Chandigarh authorities have been attempting to convince Amneet P Kumar, who serves in Haryana, to allow the post-mortem. A Chandigarh police official stated, “We have urged the family again that there should not be more delay in the post-mortem. We have also asked the family to hand over the laptop of the deceased for investigations.”

Union Minister Ramdas Athawale, who met Kumar’s family on Monday, said Haryana Chief Minister Nayab Singh Saini assured that action would be taken against those found guilty but urged the family to permit the post-mortem.
Athawale noted, “I spoke with the family. They requested that I speak to the chief minister. I met the CM later in the day, and he told me that he visited the family immediately after his return from Japan trip, in which Amneet P Kumar was part of the government delegation.”
Opposition leaders from various parties visited Kumar’s family at their Sector 24 residence in Chandigarh, pressing for action. Among them were Telangana Deputy Chief Minister Mallu Bhatti Vikramarka, Congress MP from Rohtak Deepender Singh Hooda, Indian National Lok Dal (INLD) chief Abhay Singh Chautala, and Punjab Finance Minister and Aam Aadmi Party (AAP) leader Harpal Singh Cheema.

Vikramarka, representing Kumar’s home state of Telangana, described the alleged suicide as “extremely sad” and demanded immediate action against the officers named in Kumar’s “dying declaration” (final note).
He stated, “Y Puran Kumar gave up his life, and in his dying declaration, he mentioned particularly two officers, Haryana DGP Shatrujeet Kapur and the then Rohtak SP Narendra (Bijarniya), stating that they have humiliated him, insulted him, and they are the root cause for his suicide.” He called for the government to act swiftly on the declaration.

Congress MP Deepender Singh Hooda, after meeting Amneet P Kumar, emphasised the need for a “fair and independent investigation” into the suicide, stating, “This will only happen when justice is served.” INLD chief Abhay Singh Chautala assured the family of his support, saying he would pressure the government for a fair investigation and “strict action against the culprits”. Punjab Minister Harpal Cheema alleged that the Haryana government was protecting the “accused” named in the FIR, claiming it was trying to “save the culprits.”
A Chandigarh Police team has been in Rohtak since Saturday to investigate the case. The police stated, “After sending letters, notice under 94 BNSS has been served to the Haryana government to provide documents required for the investigation of the case.” Chandigarh Police formed a six-member Special Investigation Team (SIT) for a “prompt, impartial and thorough investigation” and asserted on Monday that it is conducting the probe in a “fair, impartial and transparent manner,” with the SIT thoroughly examining all angles.
The police requested the director of the Post Graduate Institute of Medical Education and Research, Chandigarh, to conduct the post-mortem through a board of doctors, including an executive magistrate, ballistic expert, toxicology expert, forensic expert, and fingerprint expert, with videography and photography. However, the post-mortem has not been conducted, as Kumar’s family has not given consent, according to a police report submitted to the Punjab State Scheduled Castes Commission.

The Punjab SC Commission, led by Chairman Jasvir Singh Garhi, who met Kumar’s family on Monday, took suo-motu cognizance of the alleged suicide last week and sought a report from the Chandigarh Director General of Police.
The commission expressed dissatisfaction with the Chandigarh Police’s response and demanded action against all officers named in Kumar’s suicide note. A spokesperson for the Sarv Khap Mahapanchayat stated, “We want the victim’s family to get justice,” emphasising that no one, regardless of their position, should be spared, and “strict action should be taken against the guilty.”
The Mahapanchayat announced a meeting in Narwana, Jind, on Tuesday, October 14, 2025, inviting presidents of various khaps. Additionally, a 31-member committee formed to seek justice for Kumar’s family issued a 48-hour ultimatum on Sunday to act against Kapur and Bijarniya.
