J&K House passes four key legislative bills

The Jammu and Kashmir Legislative Assembly on Thursday passed four key bills aimed at reforming tenancy laws, improving labour welfare, enhancing the efficiency in the cooperative sector and strengthening the Panchayati Raj system.

The Jammu and Kashmir Legislative Assembly on Thursday passed four key bills aimed at reforming tenancy laws, improving labour welfare, enhancing the efficiency in the cooperative sector and strengthening the Panchayati Raj system.

 

The first bill passed was the Jammu and Kashmir Tenancy Bill, 2025 (L.A. Bill No. 4 of 2025), which seeks to establish a Rent Authority in the Union Territory.

 

The bill aims to regulate the renting of premises and balance the rights of both tenants and landlords, while ensuring speedy adjudication of the disputes related to the tenancy in Jammu and Kashmir.

 

The second bill passed was the Jammu and Kashmir Panchayati (Amendment) Bill, 2025 (L.A. Bill No. 5 of 2025), which was moved by Minister for Rural Development and Panchayati Raj Javid Ahmad Dar.

 

This bill aims to strengthen the Panchayati Raj framework under the 1989 Act and increase the upper age limit of the State Election Commissioner from 65 to 70 years, bringing J&K in line with states such as Uttar Pradesh.

 

The third important bill passed by the government was the Jammu and Kashmir Shops and Establishments (Licensing, Regulation of Employment and Conditions of Service) Bill, 2025 (L.A. Bill No. 6 of 2025), which was piloted by Deputy Chief Minister Surinder Kumar Choudhary.

 

The bill, aimed at lifting restrictions on women working during night hours and removing limits on shop operating timings, introduces several welfare measures for workers in commercial establishments across the UT.

 

Meanwhile, the fourth that passed in the Legislative assembly was the Jammu and Kashmir Cooperative Societies (Amendment) Bill, 2025 (L.A. Bill No. 7 of 2025), which was moved by Minister for Cooperatives Javid Ahmad Dar.

 

The bill seeks to empower the Special Tribunal constituted under the J&K Special Tribunal Act, 1988, to also function as a Cooperative Appellate Tribunal, thereby improving efficiency and facilitating quicker resolution of disputes in the cooperative sector.
