The Jammu and Kashmir government stated that reservation data indicate a gross regional disparity in the issuance of reservation certificates across the state.
The Jammu region has so far bagged more than 71.8 per cent of category certificates issued under different categories in 2025, while the remaining 28.2 per cent of certificates were issued in the Kashmir division.
In a written reply to a question submitted by People’s Conference chief Sajad Gani Lone, Minister in-charge of Social Welfare Sakeena Itoo revealed that 2,15,863 certificates under the Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Actual Line of Control (ALC), and International Border (IB) categories were issued from January 1 to September 30, 2025.
As many as 32,671 applications for issuance of category certificates were rejected in the state, of which 25,354 were rejected in Jammu and 7,317 in Kashmir, the minister said.
She said that the main reason for rejection of issuance of certificates in the Kashmir Valley was failure to meet the asset criteria, and no proposal was under consideration to relax or amend the rules governing the process.
“As regards relaxation/amendment of the relevant provisions, it is submitted that no such proposal is under consideration at present,” the minister said.
As per the asset criteria set by the government, any family seeking an Economically Weaker Section (EWS) certificate must not possess agricultural land more than five acres, a residential flat exceeding 1,000 sq ft, or residential plots larger than 100 sq yards in municipal areas and 200 sq yards in non-notified areas.
