The Jammu and Kashmir Congress unit has strongly criticised Lieutenant Governor Manoj Sinha’s decision to transfer middle- and lower-rung officers in the Union Territory, arguing that the move should have been delayed until the approval of the new business rules.
Many view this decision as an attempt to centralise bureaucratic control under the LG’s office.
Congress national general secretary Gulam Ahmed Mir, who also serves as the leader of the Congress Legislative Party (CLP) in the J&K assembly, stated that the LG should have exercised patience instead of proceeding with the transfers while the business rules are still awaiting approval from the central government.
He emphasised that the government had already formulated the proposed rules and forwarded them to New Delhi, making such administrative actions premature.

Mir pointed out that under the current framework, the transfer of Jammu and Kashmir Administrative Service (JKAS) officers falls under the jurisdiction of the chief minister, whereas Indian Administrative Service (IAS) officers are transferred by the Lieutenant Governor.
He argued that the LG’s decision to transfer JKAS officers before the business rules were officially approved was not in line with established protocols.
The Congress leader further asserted that this move sends a troubling message about the functioning of the administration in Jammu and Kashmir.
He criticised the LG’s approach, stating that taking such unilateral steps while a decision on the business rules is still pending creates uncertainty and raises concerns about governance in the Union Territory.
