Rural Development and Panchayati Raj Minister Anirudh Singh introduced the Himachal Pradesh Municipal Corporation (2nd Amendment) Bill, 2025, in the Vidhan Sabha. The Bill proposes to extend the tenure of mayors and deputy mayors from the present two-and-a-half years to a full five-year term, matching the tenure of the entire Municipal Corporation.
The Bill also repeals the Municipal Corporation (Amendment) Ordinance, 2025, which had temporarily brought similar provisions through the ordinance route.
The amendment changes Section 36 of the Municipal Corporation Act, 1994, removing the need for mid-term elections and allowing leaders to serve for the full duration without any interruption.
If the positions of mayor or deputy mayor fall vacant due to death, resignation or a no-confidence motion, a fresh poll must be held within one month, and the new office bearer will serve only the remaining term.
The government said the earlier half-term arrangement disrupted long-term planning and slowed development projects. A five-year term, it said, will bring continuity, stronger governance and more effective implementation of urban development work.
