Mizoram becomes India's first 'fully literate state'

Mizoram has been declared India’s first fully literate state, announced by Chief Minister Lalduhoma at Mizoram University. Under the ULLAS and Nav Bharat Saksharta Karyakram schemes, intensive community efforts and volunteer teaching eradicated illiteracy, with a renewed focus now on digital, financial, and entrepreneurial literacy.

Chief Minister Lalduhoma, joined by Education Department officials, announced Mizoram as India’s first fully literate state in the presence of Union Minister Jayant Chaudhary at Mizoram University, Aizawl.


Mizoram has become the country’s first fully literate state, Chief Minister Lalduhoma announced on Tuesday at a function held at Mizoram University.

 

The declaration was made in the presence of Union Minister of State for Education Jayant Chaudhary, who congratulated the state government and its people on the achievement.

 

“As we celebrate this achievement, we also renew our commitment to sustaining literacy through continuous education, digital access, and vocational skill training,” the Chief Minister’s Office quoted Lalduhoma as saying on X.

 

“Let us now aim higher: digital literacy, financial literacy, and entrepreneurial skill for all Mizos,” he added.

 

 

Chaudhary expressed his appreciation on social media, stating, “Today, we proudly declared Mizoram as the first fully literate state under the visionary Ullas – Nav Bharat Saaksharta Karyakram. Congratulations to the people of Mizoram and Hon’ble CM @PuLalduhoma for this achievement.”

He further acknowledged the contributions of previous governments and officials, saying, “Special thanks to Hon'ble Education Minister Dr. Vanlalthlana for championing this cause. The Chief Minister was gracious in commending the work of previous State Governments as well in the remarkable journey of progress Mizoram has undertaken. May the Northeast continue to lead the way in building a Shikshit, Kushal, and Atmanirbhar Bharat.”

 

According to the 2011 Census, Mizoram had a literacy rate of 91.33 per cent, ranking third nationally.

 

To address the remaining pockets of illiteracy, the ULLAS – Understanding of Lifelong Learning for All in Society – and the Nav Bharat Saksharta Karyakram were implemented, officials said.

 

Surveys based on 2011 census projections identified 3,026 illiterate individuals, of whom 1,692 were potential learners. A dedicated team of 292 volunteer teachers – including students, educators, resource persons, and Cluster Resource Centre Coordinators – spearheaded the literacy drive, officials added.

 

The concerted efforts of the community, volunteers, and government have culminated in Mizoram achieving full literacy, a landmark milestone for the state.
