The Jammu and Kashmir Government on Tuesday informed the Assembly that more than 3.5 lakh educated unemployed youth are currently registered across the Union Territory as of 2025.

It said approximately 3,61,146 youth are registered on the government’s unemployment panel. According to official data, the Kashmir division accounts for over 2.08 lakh registrations, while the Jammu division accounts for over 1.52 lakh.

Among the districts, Anantnag tops the list with 32,298 registered unemployed youth, followed by Pulwama (28,671), Kathua (26,798), Srinagar (23,826), and Kulgam (21,446).

The lowest registrations were reported from Kishtwar (8,870) and Reasi (12,376) districts. Among the total registered unemployed youth, 2,33,845 are males and 1,27,301 are females.

The government also pointed out that the Employment Department, under Mission Youth and Mission YUVA, is working to generate 4.25 lakh job opportunities through the creation of 1.37 lakh entrepreneurship units, focusing on self-employment, start-ups, and skill development.

Additionally, district-level employment and counselling centres are conducting career melas and Rozgar Melas to engage youth, promote innovation, and raise awareness about livelihood opportunities.

Unemployment has been a major issue in Jammu and Kashmir for the past decade, with the numbers steadily swelled. Every year, thousands of youth complete their degrees but still remain unemployed due to the lack of industries and concrete industrial policies which could have absorbed thousands of youth.

Meanwhile, the government, in its reply, said, “We aim to channelise the potential of educated youth into productive avenues, ensuring meaningful employment and promoting entrepreneurship across Jammu and Kashmir."
