Punjab is preparing for the upcoming Special Intensive Revision (SIR) of electoral rolls, with preparatory work progressing in a planned and time-bound manner. Officials said the state is ready and awaiting the Election Commission’s notification announcing the schedule for the SIR exercise.

Punjab Chief Electoral Officer Anindita Mitra said a detailed pre-SIR mapping exercise has already been carried out across all districts. She highlighted that significant progress has been achieved as part of the preparations.

As per data available till April 4, nearly 74.27 per cent of electors in Punjab have been mapped with records from the last intensive revision. Out of the total 2,14,57,521 electors in the state, around 1,59,36,941 voters have been successfully mapped, the CEO said in an official statement.

To ensure timely completion of the pre-SIR exercise, daily progress made by Electoral Registration Officers (EROs) is being monitored at the headquarters level. This system allows close supervision and quick resolution of any issues, the statement added.

In February, the Election Commission had directed 22 states and Union Territories, including Punjab, to complete preparatory work at the earliest, as the SIR exercise is expected to begin from April.

Giving district-wise updates, Mitra said districts such as Tarn Taran, Moga, Sri Muktsar Sahib and Mansa have recorded some of the highest mapping percentages so far.

Other major districts, including Ludhiana, Amritsar, Jalandhar and Patiala, have also shown steady and encouraging progress in mapping electors.

The CEO said voters can proactively verify and map their details using the 2003 electoral rolls, which serve as an important reference for the SIR process. Electors can access the 2003 voter list through the official portal of the Election Commission of India for verification purposes.

'Citizens are encouraged to search for their names in the 2003 electoral roll. In case their name is not found, they may also verify the details of their family members, such as parents or grandparents, to establish linkage," Mitra said.

She added that during the SIR exercise, booth-level officers (BLOs) will carry out door-to-door enumeration across the state. Enumeration forms will be distributed in duplicate and collected along with necessary supporting documents to ensure complete coverage.

Every elector whose name appears in the 2025 voter list will be required to fill out the enumeration forms during the exercise, she said.

Mitra said “Active cooperation from citizens will be crucial to ensure that every eligible voter is included and that electoral rolls remain accurate and up to date.” She further said the appointment of booth-level agents (BLAs) by political parties is an important part of the process. More than 8,000 BLAs have already been appointed across Punjab to ensure wider participation in the electoral process.

To assist voters, a state and district contact centre has been established with a toll-free helpline number 1950.

The helpline currently operates from 9 am to 5 pm on working days and will function round the clock during the SIR period. Citizens can also register complaints through this number.

Additionally, electors can use the “Book a Call with BLO” facility available on the ECINET platform and access multiple services through the Voter Helpline App, she added.

Mitra said the main objective of the SIR exercise is to maintain accurate, inclusive and error-free electoral rolls, which form the foundation of a strong democratic system. She said Punjab is fully prepared to implement the SIR exercise smoothly once the Election Commission announces the official schedule.

The CEO also urged voters to cooperate with booth-level officers and ensure their votes are mapped with the 2003 voter list before house-to-house enumeration begins.

She cautioned that maintaining voter registration at more than one place is an offence under the Representation of the People’s Act, 1950.
