Telangana government has drawn up a roadmap under Vision-2047 to transform India’s youngest state into a $3 trillion economy, Governor Shiv Pratap Shukla said today while addressing the joint session of the state legislature, marking the commencement of the budget session.
An ambitious mix of infrastructure expansion, industrial investment, welfare spending and governance reforms form the key components of the state’s economic vision.
The Governor stated that the state’s per capita income has reached Rs 4.18 lakh, reflecting a steady economic growth.
Telangana’s Gross State Domestic Product (GSDP) for 2025-26 is estimated at Rs 17.82 lakh crore, reflecting a growth rate of 10.7 percent, significantly higher than the national average.
Telangana now contributes nearly 4.99 per cent to India’s GDP, while the per capita income has reached Rs 4.18 lakh. The state has also managed to maintain price stability, with inflation contained at 0.2 percent, he noted.
The Governor said the state government has adopted a three-tier development framework called CURE-PURE-RARE to ensure balanced growth across the state.
Under this model: CURE (Core Urban Region Economy) focuses on transforming Hyderabad into a global knowledge and innovation hub. PURE (Peri-Urban Region Economy) will develop the areas around the city into industrial and logistics centres. RARE (Rural Agricultural Region Economy) will revitalise rural areas through agriculture modernisation, food processing and eco-tourism.
The approach seeks to reduce overdependence on Hyderabad while creating new economic centres across Telangana.

According to projections, the urban population in the state is expected to reach 53.8 per cent by 2031. In line with this growth, the government has recently divided the Greater Hyderabad Municipal Corporation into three corporations and the Hyderabad Metropolitan region into four commissionerates to improve governance and service delivery.
The government has drawn up plans to extend loans worth Rs 1 lakh crore to Self-Help Groups (SHGs) to strengthen women’s economic empowerment. Plans are also on to establish Young India Schools in all Assembly constituencies and spend about Rs 11,000 crore to strengthen healthcare infrastructure across the state.
The government has extended major financial support to farmers and welfare beneficiaries through several flagship schemes. The Governor said Rs 8,744 crore was disbursed to farmers under the “Rythu Bharosa” scheme during the last kharif crop season. The government has also spent Rs 20,616 crore towards farm loan waiver to provide relief to farmers. He said the government was giving top priority to the irrigation sector to strengthen agriculture in the state.
The Governor also noted that 15.12 lakh new ration cards have been issued, while fine rice is being distributed to 3.38 crore beneficiaries across the state. Highlighting housing initiatives, he said the government has set a target to construct 4.5 lakh houses for the poor.
Under the Mahatma Gandhi National Rural Employment Guarantee Scheme, around 6.52 crore person-days of employment have been generated. The Governor further said the Mahalakshmi scheme has facilitated 269 crore free bus trips for women, resulting in savings of RS 9,222 crore for them. Under the Gruhajyothi scheme, about 10.97 crore zero electricity bills have been issued to eligible households.
Hyderabad has emerged as a global technology hub, hosting nearly 20 per cent of India’s Global Capability Centres.
IT exports from the state have reached Rs 3.13 lakh crore, supporting more than 9.39 lakh jobs. The government is also targeting major investments through the Telangana Tourism Policy 2025-30, which aims to generate three lakh jobs.
Despite rapid urbanisation, agriculture remains central to Telangana’s economy. The state produced a record 236.87 lakh metric tonnes of food grain, while allied sectors such as livestock and fisheries together contributed over Rs 1.11 lakh crore.
