Uttarakhand Women Congress president Jyoti Rautela and several others have been booked for allegedly issuing self-immolation threats and blocking public servants in the Parade Ground area, police said on Thursday.

 

Rautela participated in a protest organised by the Nursing Ekta Manch, which was pressing for year-wise recruitment in line with the Indian Public Health Standards (IPHS) guidelines.

 

On May 11, Rautela, her supporters, and several unemployed nursing professionals climbed a water tank to press for their demands, according to the police.
Rautela and her four supporters remained on the tank despite repeated requests from officials, while other demonstrators held a dharna below, creating security concerns in the area.

 

Police personnel were deployed at the spot throughout the day and night to maintain law and order.

 

Rautela also reportedly poured petrol on herself and threatened to set herself on fire to press for the acceptance of the protesters’ demands on May 12.

 

At the same time, nursing graduates blocked the main road outside Parade Ground, causing traffic disruption, before police convinced them to clear the road. On May 13, the local administration sent a proposal regarding their demands to the government, after which Rautela and her supporters came down from the water tank.

 

Dalanwala Police have booked Rautela and others under sections 126-2 (wrongful restraint), 221 (obstruction), 223 (disobedience), 226 (attempt to commit suicide), 292 (public nuisance), and 329-3 (criminal trespass) of the Bharatiya Nyaya Sanhita, along with Section 23 of the Petroleum Act.
The FIR also mentions the use of inflammable substances to threaten self-harm.
