Lucknow is set to become the center of India's legislative dialogue this week as Lok Sabha Speaker Om Birla arrives to lead the 86th All India Presiding Officers' Conference. Starting Monday, January 19, and running through January 23, the event will see speakers, chairpersons, and secretaries from every state legislature in the country gather at the Vidhan Bhavan for a deep dive into the health of Indian democracy.

 

The hosting duties fall to the Uttar Pradesh Legislature, with a high-profile guest list that includes Governor Anandiben Patel, Chief Minister Yogi Adityanath, and Rajya Sabha Deputy Chairman Harivansh Narayan Singh. Alongside them, UP’s own legislative heads — Speaker Satish Mahana and Council Chairman Kunwar Manvendra Singh — will help facilitate sessions focused on everything from House conduct to modernising parliamentary traditions.

 

The five-day itinerary is packed. Following a formal inauguration on Monday that includes committee meetings and a special exhibition, Tuesday’s plenary session will tackle the meat of the agenda. The presiding officers will debate how to make legislative procedures more efficient and how to uphold democratic values in an era of rapid political change. Governor Patel is expected to address the inaugural session, while Chief Minister Adityanath will provide the closing remarks on Wednesday.

 

The gathering is not strictly limited to the assembly halls. In a significant cultural addition to the schedule, all delegates are also slated to visit Ayodhya Dham on January 22 to see the temple complex before they officially depart the following day. For the local administration, the conference is a massive logistical undertaking, intended to showcase Uttar Pradesh's governance while fostering a nationwide conversation on legislative innovation.
