An Assam Civil Service (ACS) officer, Nupur Bora, was arrested earlier this week for possessing wealth disproportionate to her income. The Chief Minister's Special Vigilance Cell conducted raids on the premises linked to the ACS officer. As per the media reports, the officials recovered over Rs 2 crore, comprising Rs 92.50 lakh in cash and Rs 10 lakh in cash from Bora’s rented house in Barpeta, as well as jewellery valued at nearly Rs 1.5 crore from her Guwahati residence.
As announced by the Chief Minister of Assam, Himanta Biswa Sarma, Bora’s assets were 400 times more than her legitimate sources of income/salary. He said penal measures beyond suspension or dismissal from the job are being pursued in order to make sure that Bora is held accountable as per the law.
“She had amassed wealth 400 times more than her known sources of income. We think that not just suspension or dismissal from the job would suffice. We have to ensure penal measures through the legal process,” Sarma cited on the sidelines of a programme in Baksa district.
As mentioned by the CM, there are others who are involved, and they are also currently being questioned.
“It is my request to the public to be vigilant and inform us if any official asks for bribes,” he added.
The chief minister then said Bora had been under surveillance for the last six months when she had authorised an illegal land transfer deal while posted as Circle Officer in Barpeta, for which she was shifted out of the district later.
Who is Nupur Bora?
- An ACS officer born on March 31, 1989, is from Golaghat district in Assam.
- She joined the civil services in 2019. Bora started with the Assistant Commissioner post in Karbi Anglong (March 2019 to June 2023). Later posted as Circle Officer in Barpeta from June 2023.
- Bora was posted as Circle Officer in Goraimari in Kamrup district at the time of her arrest.
- Graduated with a Bachelor of Arts in English Literature from Gauhati University.
- Before becoming an ACS officer, Bora worked as a lecturer at the District Institute of Education and Training (DIET).
- As Circle Officer in Barpeta, Bora is accused of helping her alleged aide, Lat Mandal Surajit Deka, purchase lands there. Deka is employed at the Revenue Circle Office in Barpeta.
Arrested under preliminary inquiry:
Meanwhile, Senior Superintendent of Police, CM’s Special Vigilance Cell, Rosie Kalita, said in Guwahati that Borah has been arrested on the basis of a preliminary inquiry.
“We had searched her flat in Guwahati and a rented accommodation in Barpeta, recovering over Rs 92.50 lakh in cash. It is the largest amount of cash recovered by our cell so far,” she said.
“These are all preliminary findings. Investigations are ongoing,” the SSP added.
